Acknowledgement does not belong to the text of the paper.

It exists as an independent part together with abstract, keywords, introduction and references, and is not included in the text of the paper. Generally not included in the paper word count. Of course, there are also journals that count the number of words in these parts, subject to the requirements in the contributing journals.
