Based on the reality of the quality acceptance management of geological data collection in Heilongjiang province, this paper adheres to the working principle of "geological technology first, file management second" in the quality acceptance work of geological data collection, and puts forward its own understanding on how to do well the quality acceptance work of geological data collection. At the same time, it also points out the problems existing in the current geological data collection work in China and this province, and puts forward some useful suggestions for the existing problems.

Geological data is the ultimate embodiment of geological work results and the main carrier of geological work serving the society. Geological data plays an important role in geological work, which determines its position as an important basic information resource in the development and construction of national economy. Heilongjiang province is a big province of mineral resources in China, and the exploration and development of mineral resources plays an important role in the national economic construction of this province. Heilongjiang Provincial Geological Data Archives (hereinafter referred to as "Heilongjiang Museum") has 5,300 kinds of geological data in nine categories, about 1.6 million pieces. At the same time, various geological exploration units in the province also keep a large number of original geological data and physical geological data, which contain great economic value. Heilongjiang Provincial Geological Data Archives receives about 100 kinds of geological data every year, and Heilongjiang Provincial Department of Land and Resources receives about 30 kinds of original geological data. In the acceptance of geological data, we strictly implement the Regulations on the Management of Geological Data and the relevant standards and specifications of geological data management, adhere to the working principle of "giving priority to geological technology, supplemented by file management", and check whether the geological data submitted by the remitter meets the specifications for geological technology writing is the focus of our geological data quality work.
1 Problems in the submission of geological data
According to "Regulations on Geological Data Management", "Code for Compilation of Geological Reports" and "Requirements for Making Geological Data Electronic Documents", the quality of geological data collection in Heilongjiang Province is consistent with that of the whole country, and there are many problems in different degrees, such as: incomplete collection of data, unqualified color codes of geological maps, inconsistent electronic documents with paper documents, inconsistent geological exploration scope with reports, and lack of important geological information in reports. How to solve the fraud in work and how to ensure that geological data can truly reflect the real situation of geological work is the responsibility of geological data acceptance personnel.
2. Some practices of geological data collection and management
The quality acceptance of geological data collection is an important part of geological data management, an important gateway to determine the integrity and authenticity of geological data, and an important work to determine the quality of geological data service. We have mainly done the following work.
2. 1 Strengthen publicity and education and establish a supervision mechanism.
The first is to carry out publicity, education and training. The publication of the paper "Land and Resources of Heilongjiang Province" promoted the three basic principles of "unified exchange, protection of rights and interests and open utilization" of geological data, which made the Regulations on the Management of Geological Data and its implementation methods deeply rooted in the hearts of the people. Hold training courses to train geological data collection and management personnel of geological prospecting units and comprehensively improve the quality of relevant personnel. The second is to clean up and check. Since 2002, Heilongjiang Provincial Museum has carried out three large-scale geological data collection and clearing and overdue geological data inventory. The third is to carry out management services. Heilongjiang Pavilion actively participated in the technical check of mine pressure approval, the joint examination of mining rights, the evaluation of mining rights and the verification of geological work in the early stage of mining rights, and timely put forward confirmation opinions on the degree of geological exploration of the project and the distribution of mineral resources to the administrative department. The fourth is to establish a supervision mechanism. For geological projects of geological exploration units that cannot be submitted on time and have not applied for extension of submission, the deposit system for submission of geological data results shall be implemented. Geological data obtained from geological exploration projects implemented by various geological exploration units may be submitted in accordance with the exploration cycle. If it is not submitted on time, the Heilongjiang Provincial Department of Land and Resources will cancel the registration qualification of newly established exploration projects, thus further strengthening the supervision of submission and improving the consciousness of submitting geological data according to law. The development of this work not only expands the service field of Heilongjiang Geological Archives, but also improves the authority of Heilongjiang Geological Archives to participate in mining management.
2.2 Combine with geological technology to ensure data integrity.
Every geological project has to go through the processes of design compilation, demonstration, field construction, field acceptance, indoor arrangement, preliminary examination and final judgment, and achievement collection. Each work link should be implemented in accordance with relevant work specifications and standards, and the geological report of the results submitted is the condensation of the work results of each stage. According to "Regulations on Geological Data Management" and "Implementation Measures" and the requirements of the Ministry of Land and Resources and the National Geological Archives, starting from 20 10, Heilongjiang Province requires the remitter to submit the original geological data subsidiary ledger at the same time. Because the original geological data subsidiary ledger can't audit the original geological data and materials, we found that some original geological data subsidiary ledgers submitted by individual remitters lack important data and information materials, and there is a phenomenon of concealing work results. During the acceptance of the mineral pre-survey report, it was found that the original geological data subsidiary ledger lacked the data and maps of single element anomaly and combination anomaly; Some of them have the problem that the results submitted by the original data subsidiary ledger cannot correspond to the workload in the geological report and review opinions. The emergence of these problems requires the staff of geological data quality acceptance to be familiar with the formation process of various geological data and related work norms and standards, and to understand the relationship between original geological data, physical geological data and achievement geological data. The data acceptance personnel are also required to be familiar with the professional knowledge of geological data and review the completeness and completeness of various geological data maps submitted by the remitter. Practice has proved that only the close combination of geological technology and geological data acceptance can effectively ensure the integrity of geological data.
2.3 Strictly implement standards to ensure the accuracy of data.
The annotation elements of various geological data maps are special symbols that comprehensively reflect various geological phenomena. With the promulgation of various geological data specifications and standards, the carrier of geological data has changed from a single paper carrier to a diversified carrier. There are nearly 100 geological exploration units (eight systems) with geological exploration qualifications in Heilongjiang Province. Because the standards of various departments are not uniform for many years, the surveying and mapping standards of various systems and units are quite different. This problem must be solved to ensure the normal development of geological data collection. In our work, we have taken measures such as individual training, patient explanation and strict standards. After several years of hard work, the problem of inconsistent work standards has been well solved. So as to ensure the accuracy of collected geological data.
2.4 actively participate in the review, improve work efficiency.
Participating in the evaluation and acceptance of geological projects is an important working method to advance the acceptance of geological data and an important measure to improve the quality of acceptance of geological data. With the consent of the relevant departments of the Provincial Department of Land and Resources, in the completion and acceptance of geological exploration projects organized by the Provincial Department of Land and Resources, the Provincial Geological Archives shall send experts to participate in the evaluation of geological projects. Mainly whether the original geological data are consistent with the submitted subsidiary ledger, whether the submitted results are complete, and whether the important data are inked as required; Check whether the map modification, stratigraphic relationship, dikes and intrusive rocks of geological data are colored according to the color standards and principles of geological maps, and whether the geological symbols and notes are accurate. During the review process, geological data experts pointed out the existing problems and put forward suggestions for revision, which were uniformly summarized and managed by the project review team and written into the comprehensive review opinions, and geological experts participated in the unified review of project experts. On the one hand, this practice improves the position of geological data managers in geological technology management and strengthens the authority of geological data management institutions; On the other hand, the quality acceptance of geological data is involved in the stage of geological data collation and production submission in advance, so that the quality acceptance of geological data submission and final revision can be carried out simultaneously. The work practice in 2009 proved that this practice significantly improved the acceptance efficiency, greatly shortened the submission cycle, reduced the submission cost of geological data of the submission unit, improved the overall submission quality of geological data, and fully reflected the important role of geological data acceptance.
In a word, the principle of "giving priority to geological technology, supplemented by file management" is an important way to improve the quality of geological data collection. Only in this way can the status and role of geological data acceptance in geological technology management be comprehensively improved and the integrity and accuracy of geological data can be fully guaranteed.
