Security is scarce, and property companies can't keep security, which not only puzzles many property companies, but also brings "hidden worries" to the public security management of the community. Many strangers in the community can easily enter, because the security guards are newcomers, and it is impossible to distinguish outsiders from owners. At the same time, the scarcity of security guards has also caused the overall quality of property security practitioners to decline. In the event of a fire in some communities, the security guards don't even know where to put the fire extinguishers; The overall entry threshold of security guards is lowered, which leads to the decline of the overall physical quality and professional quality of security guards. In the past, security guards in some places required a height of 1.75cm or above, and were veterans. Now anyone can become a security guard as long as he is healthy, has an ID card and has no criminal record. Too wide security recruitment conditions will also cause many unstable factors. For example, in some residential areas in Xiamen, there have been cases where security guards steal things themselves and want criminals to be security guards online, which has brought great insecurity to the owners. There are also some community security guards who leave before the expiration of the contract, taking away or destroying some valuable public equipment in the community. These phenomena have brought great insecurity to the normal life of community owners.
On the other hand, the poor sense of identity of property security in society also brings hidden dangers to the standardized management of property security. For example, in some communities, there are often some drunken owners swearing at security guards, and even saying that "security is the owner's money" is difficult to obey; Another example is the residential area under the jurisdiction of Xiamen Haiyi Building Management Co., Ltd. When a security guard charged a parking fee to a female owner, the female owner actually slapped the security guard twice. As a result, the security guard took off his security suit on the same day and resigned from the property management company. To paraphrase an old saying, "property security is not everything, but without security, it is absolutely impossible." At present, many owners have a misunderstanding about the work of property security, and many people regard "security" as "bodyguard nanny". If the whole society can't have an accurate understanding of the function of property security, and can't provide a just and fair working environment for all security guards, the standardized management of property security will become more and more serious.
In addition, there are legal obstacles to "supervising" safety. Now people have a very broad understanding of safety. As long as you participate in security work, you are regarded as a security guard, and even the "doorman" in front of the hotel is classified as a security guard. In fact, in the eyes of public security, security only includes those commercial security guards who are employed by security companies and trained to obtain qualification certificates; But in the eyes of the masses, security also includes those internal security personnel employed by the company itself, as well as those employed by property companies to provide security services for the communities they manage. The former is already under the supervision of public security organs, but there are still many obstacles for the latter two types of personnel to directly intervene in management because of the lack of relevant laws.
According to the relevant laws of property management in China, property companies can hire security guards to provide property services. At present, property companies in residential areas of large and medium-sized cities in China are recruiting security personnel by themselves. As an economic entity, property companies often ignore the training of these employees in pursuit of benefits, and it is very common for them to take up their posts after issuing uniforms. Coupled with the low standard of recruiting security guards and lax control, the quality of property security practitioners is not high, which has laid a hidden danger for successive conflicts. As for the supervision of property safety, judging from the current legislative situation, there are still many obstacles in law enforcement for public security organs to directly intervene in management. However, because property security provides a very special security service, if there is no correct guidance and norms, it is easy to slide to the negative. However, according to the existing laws and regulations, only the construction department has the right to manage the contradictions arising from the provision of services by property management companies, and only after the property management disputes lead to public security or criminal cases can the public security organs intervene. Where is the way out? The first is to establish a property safety information database. Organize the safety information in the area, establish a complete information base of safety practitioners, and realize resource sharing. However, at present, most of the security personnel recruited by property companies have not received formal training from security schools or institutions, and their legal concepts and professional concepts are relatively weak. A common headache for some property companies is how to hire security guards without "criminal record". With this information base, you can try to avoid hiring "problematic" security guards.
Second, recruiting security guards requires strict background checks. Public security organs should separate the management and operation of security companies and highlight their supervisory functions. Personnel engaged in public security work employed by property management companies must be included in the supervision scope of public security organs and standardized management. When recruiting security guards, it is necessary to conduct a strict background investigation, make it clear that property security personnel must have no criminal record, and prevent people with bad records from entering the security team. Implement security guard information system management, establish personnel electronic files, and keep records of fingerprints and palmprints of security guards in important positions. Specify the job responsibilities of property security guards in detail. Allow and encourage security enterprises with strong strength, good reputation and excellent brand to operate across regions. Implement a market access system according to law, allow social capital to enter the security service market, and allow qualified citizens, legal persons and other organizations to set up security service enterprises according to law. The property company must submit the information of the property security personnel it recruits to its subordinate public security organs for identity verification, registration and filing, and accept the management of the public security organs. The third is to alleviate the worries of security guards. The public security organ shall make overall arrangements for the management training of property security personnel, and only charge the training fees for property security personnel. At the same time, it is suggested that when arranging special funds, local finance should consider allocating the expenses to security training institutions, and solve the problem of training fees for property security personnel by means of individuals, enterprises and finance, so as to stabilize the property security team. At the same time, we encourage qualified property companies to handle personal accident insurance for property security personnel, establish a skills upgrading training system for property security personnel, provide job transfer posts for those who have been engaged in property security for a long time, and exempt property security personnel from worries.
The fourth is to raise the salary of key security guards. It is suggested that the property management company send key personnel to participate in safety qualification training. As long as the property management company has 10 qualified security guards, the property management company can establish its own internal security organization, and then the trained backbone members will train other security guards. Relevant units can raise the salary of backbone security guards, distinguish them from ordinary security guards, and enhance the enthusiasm of security work.
The fifth is to bring property safety into the joint defense of community security. It is suggested that all sectors of society fully realize the important role of property security and that this group is an important force for local public security bureaus and police stations to build a safe community. As the supervisory organ of the security industry, public security organs must manage this industry from the perspective of maintaining social order and with the support of existing policies and regulations, and bring this team into the scope of community security joint defense. At the same time, community owners should pay attention to strengthening their self-cultivation, respecting the work of property security, understanding the work of security, improving the sense of identity of the whole society to the group of property security, and creating a harmonious and peaceful residential community.
