Chapter I General Provisions

Article 1 In order to objectively and fairly evaluate the professional level and performance contribution of primary and secondary school teachers, mobilize the enthusiasm of the majority of primary and secondary school teachers in teaching and educating people, and further promote the development of basic education, these evaluation conditions (hereinafter referred to as "evaluation conditions") are formulated in accordance with the relevant provisions of the state and our province on the evaluation and appointment of professional and technical titles.

Article 2 According to the relevant regulations on the reform of the professional title system of primary and secondary school teachers, the professional titles of primary and secondary school teachers are unified into a series, and the qualification names are: level 3 teachers (director level), level 2 teachers (assistant level), level 1 teachers (intermediate level), senior teachers (deputy senior level) and full senior teachers (full senior level) in turn.

Article 3 The personnel who have obtained the corresponding titles of primary and secondary school teachers according to the standard conditions stipulated in the Evaluation Conditions and passed the evaluation by the evaluation organization show that they have the corresponding professional and technical level and working ability, and the school (unit) should promptly hire and cash in the corresponding treatment.

Chapter II Scope of Application

Article 4 The assessment conditions are applicable to on-the-job full-time teachers and teaching and research personnel in ordinary primary and secondary schools, vocational middle schools, kindergartens, special education schools, work-study schools, educational and scientific research institutions at all levels, audio-visual education institutions, youth palaces and other off-campus educational institutions in our province. Persons who have retired and reached the statutory retirement age of the country are not within the scope of declaration and evaluation.

Chapter III Application Conditions

Article 5 To declare the titles of primary and secondary school teachers, the following basic conditions must be met:

(a) abide by the national constitution, laws and regulations, support the leadership of the party, and stand firm in politics.

(2) Consciously implement the educational policies of the party and the state, be loyal to the people's educational cause, love their posts and be dedicated, be a model, and teach and educate people.

(3) Having the corresponding teacher qualifications as stipulated in the Teachers Law.

(4) Since assuming the present position, the annual assessment results are all qualified (competent) and above.

(six) to apply for a senior teacher, you must work in a rural school or a weak school 1 year or more.

Article 6 To declare the titles of primary and secondary school teachers, one shall meet the following qualifications and conditions:

(a) to declare a three-level teacher, one of the following conditions must be met:

1. Get a college degree, and be qualified in junior high school or primary school (kindergarten) education and teaching post 1 year.

2. Obtain secondary normal school education and pass the primary school (kindergarten) education and teaching post 1 year internship.

(two) to declare a second-level teacher, one of the following conditions must be met:

1. Get a master's degree.

2. Get a bachelor's degree and pass the probation period 1 year.

3. Get a college degree and have worked as a teacher in junior high school or primary school (kindergarten) for 2 years.

4. Obtained a secondary normal school education and served as a primary school (kindergarten) three-level teacher for three years.

(three) to declare a first-class teacher, one of the following conditions must be met:

1. Get a doctorate.

2. Get a master's degree and have worked as a second-level teacher for 2 years.

3. Obtain a bachelor's degree and have worked as a second-level teacher for 4 years.

4. Get a college degree and have served as a middle school teacher in junior high school or primary school (kindergarten) for 4 years.

5. Obtain secondary normal school education and have served as a middle school teacher in primary school (kindergarten) for 5 years.

(four) to apply for a senior teacher, one of the following conditions must be met:

1. Received a doctorate and worked as a first-class teacher for 2 years.

2. Obtain a bachelor's degree or above, and have been a first-class teacher for 5 years.

3. Get a college degree and have worked as a teacher in junior high school or primary school (kindergarten) for 5 years.

4. Obtain secondary normal school education, work in schools (units) above the state (city) level, engage in teaching work for 25 years after graduation, and perform primary school (kindergarten) first-class teacher duties for 5 years; Or obtain secondary normal school education, engage in teaching in schools (units) below the county level for 20 years, and perform primary school (kindergarten) teacher duties for 5 years.

(five) to declare a full-time and senior teacher, the following conditions must be met:

Bachelor degree or above, and have served as a senior teacher for 5 years.

Chapter IV Evaluation Conditions

Article 7 The evaluation of third-level teachers shall meet the following performance conditions:

(A) the basic grasp of education and teaching methods, can correctly educate and guide students.

(two) have the basic knowledge of pedagogy, psychology and teaching methods, and basically master the professional knowledge and teaching materials and teaching methods of teaching subjects, and be able to complete the teaching work of teaching subjects.

Article 8 The evaluation of second-level teachers shall meet the following performance conditions:

(a) master the basic theoretical knowledge of pedagogy, psychology and teaching methods, have the necessary professional knowledge to teach the subject, be able to impart knowledge and skills correctly, and achieve good teaching results.

(two) to master the research methods of education and teaching, and actively carry out education and teaching research and innovative practice.

(3) Competent for the work of class teachers and counselors.

Ninth evaluation of teacher qualifications, must also meet the following performance conditions:

(a) a comprehensive grasp of the teaching subject curriculum system and professional knowledge, in accordance with the requirements of the syllabus, teaching materials and teaching principles, actively carry out education and teaching work, have certain teaching experience, education and teaching performance is more outstanding.

(two) have a certain ability of education and teaching research, and undertake certain teaching research tasks, and accumulate some experience in the practice of quality education innovation.

(3) Other performance conditions:

1. Full-time teacher

(1) Average teaching hours completed each year since taking up the present position: 400 hours for teachers in senior middle schools (complete middle schools and vocational high schools); Junior high school teachers 450 hours; 500 class hours for primary school teachers; 200 class hours for kindergarten teachers.

(2) Since engaging in education and teaching, I have served as the head teacher, counselor, grade leader, teaching research leader and lesson preparation leader for 2 years.

2. Teachers and teaching and research personnel of off-campus educational institutions

(1) Since taking up the present position, he has completed 250 teaching hours every year, and has gone deep into the school to carry out teaching research for no less than 80 days every year.

(2) Since assuming the present position, he has published educational and teaching research papers 1 in provincial (ministerial) journals (educational and teaching research reports 1 provided by applicants at or below the county level), or participated in the completion of national (city) educational and teaching research projects 1.

Tenth evaluation of senior teachers, must also meet the following performance conditions:

(a) master the teaching subject curriculum system and professional knowledge, have strong ability to preside over and guide the education and teaching research, outstanding achievements in education and teaching, and enjoy a high reputation in this teaching field.

(two) actively participate in the reform of school teaching, and make outstanding achievements in promoting the development of the school, promoting the construction of disciplines, and popularizing advanced educational concepts.

(3) Other performance conditions:

1. Full-time teacher

(1) Average teaching hours completed each year since taking up the present position: 400 hours for teachers in senior middle schools (complete middle schools and vocational high schools); Junior high school teachers 450 hours; 500 class hours for primary school teachers; 200 class hours for kindergarten teachers.

(2) Since engaging in education and teaching, I have served as a head teacher, counselor, grade leader, teaching research leader and lesson preparation leader for five years.

(3) Since assuming the present post, except for primary school (kindergarten) teachers, other applicants are required to publish educational and teaching research papers 1 article in provincial (ministerial) journals (applicants below the county level provide teaching research reports or teaching case analysis 1 article with certain opinions), or participate in the completion of provincial educational and teaching research projects 1 item (teachers below the county level participate)

2. Teachers and teaching and research personnel of off-campus educational institutions

(1) Since assuming the present position, he has completed an average of 200 teaching hours per year, or conducted in-depth teaching research in schools for not less than 60 days each year, and taught demonstration classes or held academic lectures for not less than 3 times.

(2) Since taking office, he has published a monograph on education and teaching research 1 department, or published an education and teaching research paper 1 article in a national core journal, or published 3 education and teaching research papers in a provincial (ministerial) journal (3 education and teaching research reports provided by applicants at or below the county level), or presided over the completion of a provincial education and teaching research project 1 item (at or below the county level)

Eleventh evaluation of senior teachers, must meet the following performance conditions:

(a) master the curriculum system and professional knowledge of teaching subjects systematically, have strong ability to preside over and guide education and teaching research, have outstanding achievements in education and teaching, have exquisite teaching art, enjoy high popularity in this teaching field, and be recognized as an education and teaching expert by peers.

(two) actively participate in the reform of school teaching, and make remarkable achievements in promoting the development of the school, promoting the construction of disciplines, and popularizing advanced educational concepts.

(3) Obtaining the honorary title of special-grade teacher, or obtaining one of the honorary titles of famous teacher, academic leader, backbone teacher, teaching expert, model teacher, excellent teacher, excellent class teacher and advanced individual with professional ethics at or above the provincial level.

(4) Other performance conditions:

1. Full-time teacher

(1) Average teaching hours completed each year since taking up the present position: 350 hours for teachers in senior middle schools (complete middle schools and vocational high schools); 400 class hours for junior high school teachers; 450 class hours for primary school teachers; 200 class hours for kindergarten teachers.

(2) Since engaging in education and teaching, I have undertaken the work of head teacher, counselor, grade leader, teaching research leader and lesson preparation leader for a total of 10 years.

(3) Since taking office, he has published monographs on education and teaching research 1, or published original papers on education and teaching research 1 in national core journals, or published 3 academic papers on education and teaching in provincial (ministerial) journals (3 teaching research reports or teaching case analysis provided by applicants at or below the county level), or presided over the completion of provincial education and teaching research projects 1.

2. Teachers and teaching and research personnel of off-campus educational institutions

(1) Since assuming the present position, he has completed an average of 200 teaching hours per year, or conducted in-depth teaching research in schools for not less than 50 days each year, and taught demonstration classes or held academic lectures for not less than 5 times.

(2) Since taking office, he has published a monograph on education and teaching research 1 Department, or published 2 original papers on education and teaching research in national core journals, or published 5 papers on education and teaching research in provincial (ministerial) journals (5 education and teaching research reports with original ideas provided by applicants at or below the county level), or presided over the completion of 2 provincial education and teaching research projects (applicants at or below the county level presided over the completion of national, municipal or participated in the completion).

Chapter V Conditions for Abnormal Reporting

Article 12 For those who do not meet the qualifications and qualifications stipulated in Article 6 of the assessment conditions, but have made outstanding contributions in their work, meet the basic conditions stipulated in Article 5 and the corresponding assessment conditions stipulated in Articles 10 and 11, and meet the following conditions, they can make an exception to declare the senior titles of primary and secondary school teachers.

(a) meet one of the following conditions, you can make an exception to declare senior teachers:

1. won one of the honorary titles of provincial famous teaching teacher, academic leader, backbone teacher, teaching expert, model teacher, excellent teacher, excellent class teacher, and advanced individual with professional ethics.

2. Won the third prize of outstanding professional and technical personnel with outstanding contributions in the province.

3. Participate in the completion of national teaching and research projects or preside over the completion of provincial teaching and research projects 1 item, independently write and publish high-level education and teaching research monographs 1 department (more than 50,000 words) or publicly publish 2 education and teaching research papers in national core journals.

(two) meet one of the following conditions, can make an exception to declare senior teachers:

1. won one of the honorary titles of national famous teaching teacher, academic leader, backbone teacher, teaching expert, model teacher, excellent teacher, excellent class teacher and advanced individual with professional ethics.

2. Won the second prize of outstanding professional and technical personnel with outstanding contributions in the province.

3. Enjoy the special government allowance of the State Council.

4. Presided over the completion of the national teaching and research project 1, independently wrote and published a high-level monograph on education and teaching research 1 (more than 654.38+10,000 words) or published 3 educational and teaching research papers in national core journals.

Chapter VI Supplementary Provisions

Thirteenth teachers who have worked in rural schools for three years can give priority to the declaration and recommendation.

Fourteenth schools (units) responsible for the administrative leadership of teaching management, in principle, there should be no less than one-third of the full-time teachers.

Fifteenth delay in reporting the titles of primary and secondary school teachers:

(a) during the current work, did not participate in the annual assessment, the annual assessment is uncertain or the annual assessment is basically qualified (basically competent), each extension of one year to declare; If the annual assessment is unqualified (incompetent), it will be postponed for two years at a time.

(two) by warning, serious warning, revocation of party posts, probation or expulsion from the party, from the date of punishment, one year, one and a half years, two years, four years and five years shall not be declared; Administrative demerit, demotion, dismissal or dismissal shall not be declared within one year, two years and five years respectively from the date of punishment.

(three) in violation of the "code of professional ethics for primary and secondary school teachers", since the date of verification, shall not be declared within five years.

(four) fraud, academic misconduct and other issues, from the date of verification, shall not be declared within two years. Those who pass the examination will be disqualified; Those who have obtained the qualification shall be disqualified and their qualification certificates shall be withdrawn.

Article 16 The monographs required to be published in the evaluation conditions refer to academic works that have obtained ISBN standard book numbers and have been published, and all books compiled in the form of papers and published in the name of pen names or units are out of the scope; Publicly published academic papers refer to academic papers published in journals with uniform domestic serial number (CN) or uniform international serial number (ISSN). All papers published in supplements, special issues and special issues are out of scope.

Seventeenth in the "evaluation conditions" where "above", including the number.
