Determine the output by wind power

The 12-character policy of "pumping before mining, monitoring first, and determining production by wind" put forward by the State Administration of Work Safety at the on-site meeting of gas control in 2002 is of great significance for guiding coal mine safety production, especially for preventing gas accidents. Among them, "pumping before mining, monitoring and measuring, and determining production by wind" are closely related and complementary, and "determining production by wind" is the basis.

Firstly, the gas control based on wind power generation is expounded.

1, determining production by wind is an accurate grasp of the key links of gas control.

The purpose of determining production by wind is to ensure that the air volume and wind speed at the underground air supply point can dilute the gas to the specified concentration and meet the production requirements. Determining production by wind is the most basic means to prevent gas, and it is also the premise to prevent gas accumulation. Insisting on fixing production by wind will inevitably put an end to windless and breezy operations and gas accidents.

2, adhere to the wind production is the blood lesson of coal mine gas accident.

Gas accident is the most threatening, destructive, harmful and politically harmful accident in underground coal mine production. Analysis of gas explosion accidents in recent years, although there are such and such reasons, but * * * are not caught by the wind fixed production this important link caused by the following reasons:

(1) The whole process of gas control did not implement the fixed production by wind. The performance is that the ventilation system is not stable enough, the closed place is not built, and the wind bridge is not built where the wind bridge is used. The ventilation in this partition cannot be done, and the approved ventilation capacity is not approved. In this way, the air volume at the scene of the accident was insufficient, and it was impossible to control and ensure the air volume, but the production went on as usual, leading to a gas explosion accident.

(2) Gas monitoring and inspection should be used instead of fixed production by wind to realize ventilation management. Gas monitoring only reflects the gas situation at a certain point underground, and cannot reflect the situation of the whole system. However, gas inspection can not be continuous in time and all-round in space, and it is also influenced by many subjective factors such as the sense of responsibility of inspectors, technical level and implementation of management system. At the same time, the accumulation of gas underground is also affected by the natural conditions of underground roadway and the uneven distribution of gas. In some places, such as high caving area and windless area, the gas concentration cannot be checked by personnel. Obviously, it is unreliable and unrealistic to rely on gas inspection to prevent gas accidents.

(3) We don't know enough about the connotation of fixing production by wind. It is mainly manifested in the fact that some coal mine managers lack a scientific and comprehensive understanding of setting production by wind, mistakenly thinking that setting production by wind means how much air volume is used to limit production, but they don't know that setting production by wind includes all the contents of mine ventilation management. As a result, some underground local ventilators in coal mines stopped at will, one local ventilator supplied air for many times, and the air duct management was poor. Do not pay attention to the maintenance of ventilation facilities, ignore the production of super ventilation capacity in working face.

Second, the main points of determining production by wind

(1) The proposal and implementation of the policy of "fixing production according to the wind" is mainly the requirement of the grim situation of safety production and the requirement of people-oriented and caring for life.

(2) The "Coal Mine Safety Regulations" stipulates that when arranging the mining operation plan every year, the mine production and ventilation capacity must be verified, and the mine output must be verified according to the actual air supply. When the total air intake ratio of the mine is less than 100%, the mine output must be reduced or the ventilation system must be reformed and adjusted, and production should be organized within the permitted range after the mine ventilation capacity is approved, and production with over ventilation capacity is strictly prohibited.

(3) Independent ventilation must be implemented in the mining area and coal mining face. When arranging the production of mining area and coal mining face, the air volume must be calculated according to the regulations, and the output of mining area and coal mining face must be determined according to the actual air supply. It is strictly forbidden to arrange production in the case of insufficient air volume in the mining area and coal mining face.

(4) Before the new level mining area is put into production, it is necessary to adjust the ventilation system, calculate the air volume according to the regulations, and arrange production according to the actual air volume. In the case of unreasonable and unstable ventilation system or insufficient air volume, mining is strictly prohibited.

(5) When the underground wind speed exceeds the limit, gas accumulates and unreasonable cross wind occurs, it is equivalent to super ventilation capacity production. In mines, mining areas and working faces with super ventilation capacity, the output must be reduced immediately, and the production layout and ventilation system should be readjusted to reduce the output to the approved ventilation capacity.
