Thought dominates action. Today's war cannot be won by yesterday's thought, let alone guide tomorrow's action. If the commander's concept is out of date, the army he commands must also be backward. Sullivan, the former chief of staff of the US Army, once said: "In the 2 1 century, the troops must show that they can imagine the form of war in a new way of thinking"; The change of ideas should precede the change of software and hardware. Facing the challenge of information war, commanders at all levels must change traditional ideas, break old rules and establish new ideas that adapt to the development of the times.
First, it is no longer possible to "match" the form of information warfare by organizing human and material resources alone. It is necessary to establish the concept of seizing the advantage of information and winning by information.
With the increase of battlefield information sources and the rapid increase of information flow and speed, commanders have to deal with not only people flow and logistics, but also information flow. Therefore, commanders must change the concept of mechanized warfare in the past, collect, plan and use information as more important combat resources than military weapons, material resources and financial resources, and strive to improve their ability to obtain, process, transmit and use combat information. First, focus on the needs of the development of information warfare, restrict energy with information, allocate resources with information, and communicate and command with information. Second, the information control right is regarded as the freedom, initiative and life of military action, and the information control right is regarded as the starting point of command activities, which runs through the whole process of operational command. Third, we should inject the effective operational principles in the past into the information content, so that it will glow with new vitality in the operation under the conditions of informationization. Fourth, arm the commander's mind with information. Including the use of information equipment and information systems to improve work efficiency. Commanders should give priority to the utilization and anti-utilization of information when planning, assisting decision-making and coordinating work.
Second, simply paying attention to the "man-made plan" can no longer meet the battlefield requirements with a large amount of information. We should establish the concepts of man-machine integration and computer-aided planning.
Decision-making is an important work in operational command activities. Traditionally, decision-making is a subjective thinking activity, which depends on the unique thinking advantages of human beings. However, in the information battlefield with many variables, fast pace, large amount of information and complex relationships, the demand for operational decision-making in combat operations has far exceeded the physiological limit of the human brain. Relevant data show that with the rapid increase of operational information under the condition of informationization, if traditional means are used, only less than 30% of the information can be processed, and the information obtained by commanders is less than10%; On the contrary, if advanced decision support system is used to assist decision-making, 1-3 simulated decision-making schemes can be given after 15 minutes. In information warfare, the decision-making activities of commanders are developing towards the intelligent set thinking mode of human brain and computer. Computer participation in decision-making extends the thinking of human brain and makes up for some defects in thinking. It is an inevitable trend for commanders to get rid of the traditional concept of "man-made" and take the road of man-machine combination to improve the efficiency of strategic thinking.
Third, the "extensive" planning organization based on experience and intuition can no longer adapt to future operations, and the concept of accurate planning and careful organization should be established.
In the information war, the battlefield is becoming more and more accurate. First, under the condition of informationization, the forces and firepower of various services and arms meet in a relatively narrow combat space and in a short time, which may cause "battlefield congestion" and require accurate planning and careful organization. Second, the target will gradually change from the previous area target and area target to point target and precise target, which requires accurate planning and organization in advance. Third, efficient combat efforts minimize casualties and material consumption. In order to reduce casualties or even achieve zero casualties, in order to reduce the wasteful consumption of combat materials, the operation plan organization must be very accurate. In this way, organizational planning must change from the past emphasis on "material-energy" comparison and spatial deployment to the emphasis on dealing with all kinds of battlefield information quickly, accurately and meticulously. The practice of planning and making decisions only by experience, intuition and inspiration has not adapted to the development of the times in combat operations. Organizational planning must change from "extensive" to "accurate", combine subjective initiative with scientific methods and means, and give full play to their respective roles through careful planning and organization.
Fourthly, the complex command and control can no longer be satisfied only by planning in advance, and the concept of random coordination and real-time control should be established.
Fighting under the condition of informationization, the battlefield is very mobile. Both the physical maneuvering speed, shooting speed and the transmission speed of battlefield information of combat troops have reached the approximate limit. Coupled with the fierce strategic confrontation between the opposing sides, the battlefield is very flexible and changeable, and the fighters are fleeting. The result is difficult to predict in advance. Any careful plan made in advance cannot be implemented as scheduled in specific combat operations. Commanders must adapt to the actual changes in the battlefield and improvise. In the information battlefield, it will be difficult to control and coordinate all combat operations by relying on careful and detailed planning in advance. Of course, it is emphasized that commanders should have the concepts of random coordination and real-time control, and there is no objection to planned control and coordination. When the situation is clear and time is sufficient, it is more appropriate to control and coordinate according to the pre-planned battle plan; However, when the situation is complex and time is short, it is entirely possible to implement random decision-making on the basis of the preliminary judgment of the battlefield intelligence department and coordinate the command and control of combat forces in real time, rather than the pre-planned content.
