The notice of "Several Measures to Get rid of the bad orientation of" only papers "in scientific and technological evaluation (Trial)" clearly requires that the bad orientation of "only papers" be eliminated to build high-quality scientific and technological journals in China.

The circular proposes to encourage the publication of high-quality papers, including papers published in domestic sci-tech journals with international influence, papers published in top or important international sci-tech journals recognized by the industry, and papers published in top academic conferences at home and abroad (hereinafter referred to as "three types of high-quality papers"). The paper also puts forward several situations of implementing representative system in paper evaluation.

1. In principle, the number of papers in domestic sci-tech journals should not be less than 1/3.

2 basic research projects (topics), the representative works in principle not more than 5.

3. For scientific engineering research bases such as national laboratories and state key laboratories, the number of representative works in each evaluation cycle shall not exceed 20 in principle.

For basic research institutions, the number of representative works in each evaluation cycle should not exceed 40 in principle.

5. Natural Science Award, with no more than 5 representative works in principle.

6 young and middle-aged leading talents in scientific and technological innovation, the number of representative works shall not exceed 5 in principle.

7. Innovation teams in key areas, the number of representative works shall not exceed 10 in principle.

The Notice also pointed out that domestic sci-tech journals with international influence were selected according to the Excellence Action Plan of China Sci-tech Journals; Internationally recognized top or important scientific journals and academic conferences at home and abroad shall be selected by the academic committee of the unit in combination with disciplines or technical fields.
