To participate in change, take the initiative to change and endure change, we must firmly establish and implement the development concept of innovation, coordination, green, openness and enjoyment put forward by the central government, accelerate the cultivation and formation of new economic growth points, and maximize the development potential of the city, so as to get rid of the predicament and win new achievements in catching up and surpassing.

First, adhere to the concept of innovative development and enhance the driving force of economic development.

Innovation is the first driving force to lead economic development. The history of Tongliao's reform and opening up for more than 30 years is a vivid history of innovation.
