It is of great practical significance and strategic significance for sustainable development to comprehensively explore the construction of China's statistical survey network for national survey institutions to carry out sampling surveys smoothly. This paper aims to explore the way out and countermeasures for the construction of investigation network of national investigation institutions through the exploration of the construction of investigation network of Shaanxi investigation team system.

First, the problems existing in the implementation of statistical investigation by national investigation institutions.

After the merger, the investigation team built a team network around cities and counties (cities, districts), and the county-level investigation network contracted and the municipal-level investigation network expanded, forming a "one expansion and one contraction" investigation network system. The consumer price survey of urban and rural households and residents connected to the end of the survey network basically follows the original survey network system. During the implementation of the survey, full-time investigators and auxiliary investigators hired households to collect data in the village; Other sampling surveys, such as industries below scale, require local statistical departments to be responsible for organizing and implementing surveys. In particular, the village-based cluster survey enterprises have low quality of personnel, backward management methods, poor information channels and great difficulty in investigation. Under the trust of local statistics bureau, it is quite difficult to build a network due to factors such as cost and equipment. The ability of the national investigation team to collect data directly is in a weak position in the investigation of the whole village.

(2) The establishment of the investigation network environment needs to be improved.

Third, the statistical market environment is complex. Affected by the interests of the market economy, the degree of cooperation of the respondents is poor, and the phenomenon that the respondents do not cooperate with the investigation often appears. Fourth, there are few investigation sites, which makes it more difficult to complete all investigation tasks in an all-round way. Take Shaanxi as an example. There are 35 county-level investigation teams and 10 municipal investigation teams in Shaanxi. Second, the opportunity to establish a national survey network.

At present, although there are many unfavorable factors in establishing and perfecting the investigation network, the national investigation team is also facing a rare opportunity to build the network.

(A) Party committees and governments at all levels of demand for statistical survey information has brought new opportunities for network construction.

This division of labor is clear. Statistically, China implements a statistical management system that combines comprehensive statistics with sampling surveys and key surveys. Only when the survey network is sound and the channels for collecting data are smooth can data be collected comprehensively, timely and accurately, which is a rare opportunity to build a network. Third, with the strengthening of the assessment of social and economic development indicators by party committees and governments at all levels, the statistical work environment will be comprehensively improved, and the sampling survey environment will be further improved. All these have brought new hope for establishing and perfecting the statistical investigation network.

2. Establish a large-scale investigation network system in villagers' committees and sub-district offices.

Shaanxi has 28,857 village committees, 167 sub-district offices, 677 township governments and 903 township governments. According to the population, there are about 860 village committees. If the relationship between economic activities and population is considered, the villagers' committees and all sub-district offices with more than 1500 people should set up investigation workstations. Considering the need for municipal teams to serve local governments and build networks, Shaanxi needs to set up1.40,000-1.50,000 investigation workstations and employ investigators under the leadership of the investigation workstations. The investigation workstation is responsible for the business and investigation data of hiring investigators. The establishment of investigation workstations in village committees and sub-district offices requires the strong support of people's governments at all levels, which should be regarded as government actions and can only be implemented after the government issues a document for approval. The funds needed to establish the investigation network should be shared by the central finance and local finance.

3. Directory survey enterprises and enterprises above designated size insist on online direct reporting.
