Can I still apply for a Returnee Certificate after returning to China because my graduation is not smooth due to improper citation of my thesis?
You can also apply for a returnee certificate if you fail to graduate. As long as you have studied in the United States for more than 6 months, you can apply for a returnee certificate. The following are the requirements for the applicant and the materials required for the application, for the reference of the subject only:

Overseas students who come to the United States with visas F 1 and J 1 for further study, academic visits and degree (education) in American regular institutions or scientific research institutions, who come to the United States with other visas (except green cards) to study in American regular institutions and obtain a degree, and have lived in the United States for six months, can apply for a certificate of returning to China before deciding to settle in the United States, except for the above circumstances.

The materials required for the application are as follows:

1. Please circle the personal information page of the current valid passport, the copy of the first-time entry visa page, and the copy of the stamp when you arrive in the United States during this study in the United States (if the passport has been changed, the first-time entry visa page should be on the old passport).

2. Copy of I-94 card ("white card" or electronic I-94 card) and one-way ticket to China. Please provide a copy of the entry stamp for those who have returned to China, circled in red.

3. Copies of visa forms at various stages during studying in the United States, such as I-20 form, DS-20 19 form (formerly IAP-66 form) or 797A/B form. In the same study stage, if the visa form changes due to the extension or shortening of the study time (the visa form starts at the same time), you only need to provide the last one.

4. Proof of study at various stages during my study in the United States.

Please provide a copy of the degree certificate for those studying for a degree, and the original official transcripts issued by American schools (stamped) for those studying for a degree with other visa types (except green cards);

5. Applicants who have passed the cooperative education program, exchange program or self-funded joint training program must provide a copy of the certificate letter issued by the Chinese school in addition to the above materials; Those who do not belong to the above situation, but study for a degree for a short time (such as obtaining an undergraduate degree within 3 years), in addition to the above materials, must also provide a copy of the official transcripts issued by American schools, with transfer credits.
