Articles of Association of Leprosy Prevention and Control in China
(Adopted in principle by the Fifth Member Congress of China Leprosy Prevention and Control Association on June 26th, 2003)

Chapter I General Provisions

The Chinese name of the Association is China Leprosy Association, and the English translation is China Leprosy Association, and the English abbreviation is CLA (hereinafter referred to as the Association).

The Association is a national, academic and public welfare mass organization composed of workers engaged in leprosy prevention, scientific research and management, and friendly people from all walks of life who care about and support the cause of leprosy prevention and control in China. It is a legal person association established according to law. It is a part of China Association for Science and Technology and an important social force to promote the development of leprosy science and technology in China.

The purpose of this association is to unite and mobilize the broad masses of leprosy prevention, research and management workers and relevant people from all walks of life, abide by the Constitution, laws, regulations and policies, abide by social ethics, implement and publicize the principles and policies formulated by the government on health, scientific and technological work and leprosy prevention, persist in seeking truth from facts, carry forward academic democracy, serve leprosy prevention and rehabilitation, promote the development of disciplines and talents, and reflect the voices of leprosy prevention workers, leprosy patients and cured persons. Safeguard their legitimate rights and interests, strive to improve the medical level and service quality, and serve to eliminate the medical and social problems of leprosy, improve people's health level and China's socialist construction.

Article 4

The association shall accept the professional guidance, supervision and management of the competent department of China Association for Science and Technology and the Ministry of Civil Affairs, the registration authority of the association. The association is also affiliated to the Ministry of Health.

Article 5

Chapter II Scope of Business

Article 6

The business scope of our association

1. Publicize the national leprosy prevention and control policies, educate and encourage leprosy prevention and control workers to love the cause of leprosy prevention and control, carry forward the spirit of selfless dedication and serve the people wholeheartedly;

Mobilize people from all walks of life to vigorously sponsor leprosy prevention and treatment;

3 to carry out academic exchanges and cooperation between the people and the international community, Hong Kong, Macao and Taiwan, organize academic investigation activities, and develop friendly exchanges and cooperation with relevant foreign academic groups, leprosy associations and foundations and other welfare organizations and individuals;

Strive for and undertake the work entrusted by the administrative department of health and matters related to the purpose of the association, carry out investigation and research, actively put forward constructive opinions to the government, and give full play to the enthusiasm of anti-drug workers. Give play to the role of staff, and consult on the principles, policies, major technical measures and scientific and technological management of leprosy prevention and control in the country;

5. Publicize and popularize the knowledge of leprosy prevention and control, carry out health education, and popularize the advanced technology and experience of leprosy prevention and control;

Carry out continuing education and training for leprosy prevention and control professionals to improve their professional quality and technical level;

Recommend and select outstanding academic papers and popular science works on leprosy prevention and control, reward outstanding authors, commend and reward members who have made outstanding achievements in leprosy prevention, research and management, discover talents and recommend talents;

(8) Editing and publishing china journal of leprosy and skin diseases, and compiling publications and materials related to leprosy control research and management;

Actively reflect the opinions and suggestions of leprosy prevention and control workers, leprosy patients and cured persons to relevant departments, and safeguard their legitimate rights and interests;

(ten) the establishment of scientific and technological entities focusing on this discipline; Carry out achievements appraisal, scientific and technological demonstration, professional title evaluation, medical service, consultation and training activities, and hold business activities for members.

Chapter III Members

Article 7

The members of this association are: individual members, group members and foreign members.

Article 8

Membership:

1. Support the articles of association of this association;

2. Voluntary application to join the Association;

Persons engaged in leprosy prevention, research and management and other medical and health workers; People from all walks of life and overseas friendly people who actively support and enthusiastically sponsor leprosy prevention and control can apply to become individual members;

Social organizations, enterprises and institutions that are registered in accordance with the law and are enthusiastic about drug control, support and participate in the activities of the association may apply to become members of the group.

We will establish business contacts and mutual support with the members of the group.

Article 9

Membership procedures:

Submit membership application;

Article 10

Members enjoy the following rights:

Have the right to criticize, suggest and supervise the work of this association;

5. Freedom of voluntary participation and withdrawal.

Article 11

Members shall perform the following obligations:

Abide by the articles of association and implement the resolutions of the association;

Safeguard the legitimate rights and interests of the Association and actively participate in various activities organized by the Association; Complete the work entrusted by this association;

3. Pay membership dues according to regulations;

4. Report to this Council and provide relevant information;

Accept the supervision and inspection of this association.

Article 12

Members who quit the club should notify the club in writing and return their membership cards. If a member 1 year fails to pay the membership fee and refuses to pay or participate in the activities of the association after being prompted, it will be regarded as automatic withdrawal.

Article 13

If a member seriously violates the Articles of Association, it shall be removed by the decision of the Council or the Standing Council.

Chapter IV Creation and Dismissal of Organizational Structure and Person in Charge

Article 14

The highest authority of the Association is the National Congress, which is responsible for:

1. Formulate and modify the Articles of Association;

2. Election and removal of directors;

To examine and approve the work report and financial report of the Council;

4. Decided to terminate;

5. Discuss and decide on the working principles and tasks of the Association;

6. Adopt suggestions;

7. Decide on other important matters.

Article 15

In principle, the National Congress of Members can only be held when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives are present.

Article 16

The National Congress of Members is held every five years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be passed by the Council, reported to the China Association for Science and Technology for review and approved by the Ministry of Civil Affairs. However, the longest extension shall not exceed 1 year.

Article 17

The Council is the executive body of the National Assembly of Parliamentarians. It leads the Council to carry out its daily work when the National Assembly is not in session and is responsible to the National Assembly of Parliamentarians.

Article 18

The functions and powers of the Council are:

To implement the resolutions of the National Congress of Members;

2. Elect and recall the chairman, vice chairman, secretary general and executive director; Hire honorary chairman, consultant and honorary director;

(3) Preparing for the convening of the National Congress of Members;

(four) to report the work and financial situation to the National Congress of Members, and be responsible for raising funds for the activities of the Association;

5. Decide to accept or expel members; Deciding to absorb or recall group members, governing units and honorary directors; To decide on the addition, replacement or removal of directors;

6. Decide to establish offices, branches, agencies and entities;

To decide on the appointment and removal of the Deputy Secretary-General and the principal responsible persons of various institutions;

8. To review the work plan of this Association and lead the work of this Association;

9. Formulate internal management system;

10. Decide on other important matters.

Article 19

In principle, the board of directors can only be convened when more than two thirds of the directors are present, and its resolutions can only take effect when more than two thirds of the directors are present.

Article 20

The Council meets every 1-2 years; Special circumstances can also be held in the form of communication.

Article 21

The Association shall have a standing council, and the number of standing directors shall not exceed 1/3 of the number of directors. The Standing Council is elected by the Council, exercises the functions and powers of Article 18, paragraphs 1, 3, 5, 6, 7, 8, 9, 10, when the Council is not in session, and is responsible to the Council.

Article 22

In principle, the Standing Council shall be convened only when more than two thirds of the executive directors are present, and its resolutions shall take effect only when more than two thirds of the executive directors are present.

Article 23

The Permanent Council shall meet at least once a year; Special circumstances can also be held in the form of communication.

Article 24

The chairman, vice-chairman and secretary-general must meet the following conditions:

First, adhere to the party's line, principles and policies with good political quality;

2. Those who have great influence in the business field of this Association or have made significant contributions to this Association;

3. The Chairman and Vice-Chairman shall not be over 70 years old at the expiration of the maximum working age, and the Secretary-General shall not be over 65 years old at the expiration. In principle, it should be full-time and set up a deputy secretary-general;

Good health, can insist on normal work;

Having not been subjected to criminal punishment of deprivation of political rights;

6. Have full capacity for civil conduct.

Article 25

If the chairman, vice-chairman and secretary-general have exceeded the prescribed length of service and really need to succeed, they can take up their posts only after being approved by the Council, reported to China Association for Science and Technology and the Ministry of Health for examination and approval.

Article 26

The term of office of the Chairman, Vice-Chairman and Secretary-General is five years, with a maximum of two terms. Under special circumstances, if it is necessary to extend the term of office, it must be approved by more than two thirds of the members of the National Congress, reported to the China Association for Science and Technology and the Ministry of Health for review, and approved by the Ministry of Civil Affairs before taking office.

Article 27

The chairman is the legal representative of the association and does not concurrently serve as the legal representative of other organizations; The chairman may also entrust the vice-chairman or the Secretary-General as the legal representative, and report to the China Association for Science and Technology for review, and can only serve after being approved by the civil affairs department.

Article 28

The chairman shall exercise the following powers:

1. Convene and preside over the National Congress of Members, the Council, the Standing Council and the Chairman's office meeting;

2. Check the implementation of resolutions of national congresses, councils or standing councils of members;

Sign relevant important documents on behalf of the Association;

Presided over the formulation of the association's medium and long-term development plan and annual work plan.

Article 29 The Secretary-General shall exercise the following functions and powers:

1. Preside over the daily work of the office and organize the implementation of the annual work plan;

To organize and lead the work of branches, representative offices and entities;

(3) Nominating, appointing and removing the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Council or the Standing Council for decision;

To decide on the employment of full-time staff in offices, representative offices and entities;

Responsible for organizing the formulation of business activity plans and internal management systems; Handle other daily affairs.

Chapter V Principles of Asset Management and Use

Article 30

Sources of funds for the Association:

1. membership fee;

2. Donation;

(3) government funding;

Approve the income from activities, services and consulting within the business scope;

5. interest;

Other lawful income.

Article 31

The association collects membership fees in accordance with the provisions of the national congresses of its members.

Article 32

The funds of this association must be used for the business scope and career development stipulated in the articles of association, and shall not be distributed among members in any form.

Article 33

Establish a strict financial management system to ensure that accounting information is legal, true, accurate and complete.

Article 34

The association is equipped with accountants with professional qualifications, and accountants may not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 35

The asset management of this Association shall implement the financial management system stipulated by the state and accept the supervision of the National Congress of Members and the departments of finance, auditing and taxation. Where the source of assets belongs to state appropriations or social donations or subsidies, it shall be subject to the supervision of audit institutions and the relevant information shall be announced to the public in an appropriate manner.

Article 36

Financial audit must be carried out before the association changes its term of office or changes its legal representative.

Article 37

The assets of the Association are public assets, and no unit or individual may occupy, privately divide or misappropriate them.

Article 38

The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Article 39

Amendments to the articles of association must be approved by the Council or the Standing Council, and then submitted to the National Congress for deliberation.

Article 40

The revised articles of association of this Association shall be submitted to China Association for Science and Technology for approval within 15 days after being adopted by the National Congress of Members, and shall come into effect after being approved by the Ministry of Civil Affairs.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 41

If the Association has completed its purpose or voluntarily dissolved or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a termination motion.

Article 42

The motion to terminate the association must be voted by the National Congress of Members and submitted to the China Association for Science and Technology for approval.

Article 43

Before the termination of this Association, a liquidation organization should be established under the guidance of China Association for Science and Technology and relevant competent departments to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 44

After the cancellation of registration by the Ministry of Civil Affairs, the association will be terminated.

Article 45

Under the supervision of the China Association for Science and Technology and the Ministry of Civil Affairs, the remaining property after the termination of the association will be used for the development of undertakings related to the purpose of the association in accordance with relevant state regulations.

Chapter VIII Supplementary Provisions

Article 46

The emblem of our association: diamond, gold border and white background; The content is: the golden "Leprosy Association of China" at the top and the green Great Wall pattern at the bottom. The blue semicircle in the middle and the golden A contained in the two semicircles represent the English abbreviation "CLA" of the Association. The red cross in the middle of A indicates that leprosy prevention and treatment is a public welfare, welfare and rescue undertaking, which needs the attention and support of the whole society (a copy of the emblem of the association is attached).

Article 47

The articles of association of this Association are based on the Model Text of the Articles of Association of Social Organizations formulated by the Ministry of Civil Affairs and the Working Measures for the National Associations to Convene the Members' Congress and the General Election of the Council adopted by the National Members' Congress on June 26th, 2003.

Article 48

The right to interpret the Articles of Association belongs to the Council of the Association.

Article 49

The Articles of Association shall come into force as of the date of approval by the Ministry of Civil Affairs.
