According to the idea of circular economy development, in order to realize the most effective utilization of industrial cluster resources and "zero emission" of pollutants in industrial areas, on the basis of building the above four leading industries, the comprehensive utilization of resources and the reuse of industrial wastes are planned and implemented at the same time, including: the iron and steel industry extracts coal tar from coke, builds 300,000 tons of coal tar deep-processing equipment, and develops coal chemical and deep-processing products; Using industrial waste residue of iron and steel plant to build a project with an annual output of 2.4 million tons of slag ultrafine powder; The seawater desalination project is built by cooling seawater from power plants, and the desalted concentrated brine is processed and used in chlor-alkali industry.
Third, supporting infrastructure construction in Caofeidian

In the second stage (after the steel plant is completed and put into production), 220kV power supply will be provided to Caofeidian from Angezhuang 500kV substation. 4. Communication engineering. The initial construction plan is to establish two modular bureaus with a total production capacity of 4,000 units and a total investment of 28.7 million yuan. At present, the communication optical cable from Tanghaiwu Farm to Linquebao has been erected, GSM and CDMA mobile communication base stations have been established in Linquebao and Caofeidian respectively, and wireless signals cover the whole island. 5. Ore wharf project. In the first phase, two 250,000-ton ore docks and two trestles will be built, and the yard will be filled with 2 square kilometers. The total investment is estimated to be 2.7 billion yuan (excluding railway investment). The project started construction in March 2004. Up to now, the accumulated investment is 900 million yuan. 6. Water supply project. On Caofeidian beach, there is a glass fiber reinforced plastic lighthouse, which is the highest lighthouse in the world with glass fiber reinforced plastic as the main material. The glass fiber reinforced plastic lighthouse has worked normally and reliably with excellent performance since it was built and used in September 1998.
The shape of the lighthouse is a combination of a cylinder and a truncated cone. There are two working platforms outside the lighthouse, one at the top, three doors at the bottom and a manhole at the top.
