The procedural provisions of the hearing are mostly regulated by local regulations passed by local people's congresses or departmental rules formulated by administrative departments. Therefore, there are many problems in the practice of the hearing system, including "the presiding hearer is not independent enough, the hearing representatives are not extensive enough, the hearing representatives lack the due investigation rights and obligations, the hearing lacks transparency, the information of both parties is asymmetric, and the hearing does not stipulate the exclusivity of the files".

At the same time, the price hearing that everyone is most concerned about is mainly related to the national economy and people's livelihood. For a long time, consumers and users have been strongly dissatisfied with the monopoly price of some things that concern their own interests. In the past, these monopoly prices were set in extremely closed procedures, mainly by industrial departments that did not distinguish between government and enterprises, with little consideration for the interests of consumers. At present, the government plays a regulatory role in price setting, and the core of supervision is price control, which is to take care of the interests of the government, the objects controlled by the government and the public. The price hearing should be such a democratic and scientific institutional form, so the more open and transparent the price hearing should be, the more balanced the interests of the three can be, and the efficiency and fairness can be realized to the maximum extent.

Therefore, we should improve our hearing work from the following aspects. First, formulate relevant laws and regulations, make detailed provisions and restrictions on the classification, object, initiation, organization and presiding, representatives, rules of procedure, reports and binding force of reports, and regularly check the implementation.

Secondly, the decision-making hearing and investigation hearing are strictly distinguished, and it is suggested to introduce investigation hearing in addition to the current decision-making hearing, so that the hearing system can play a greater role in public affairs. Confirmation hearings should generally be organized by the corresponding special committees in the National People's Congress Standing Committee (NPCSC) and presided over by the special committees designated by the Standing Committee, so as to break through the current pattern of self-organization and presiding by decision-making organs, avoid conflicts of interest and enhance the credibility of the hearings. In accordance with the principle of openness, strengthen the handling procedures of hearing reports, so that public opinion can be more effectively integrated into the legislative and government decision-making process.
