Because now the automatic air conditioner of new cars generally uses variable displacement compressors.

When the temperature in the car is lower than the set temperature, the compressor will run at a low speed to achieve the minimum power consumption to meet the cooling demand. It's a bit like the inverter air conditioner at home. It's cool in the room and the air conditioner won't be completely turned off.
