The division of working face and the direction of flow operation should change according to the position where the top of dam road connects with dam surface. The construction procedures of dam surface operation are: unloading, paving, leveling, sprinkling, rolling, quality inspection, cleaning dam surface and joint treatment. In the whole construction process of embankment filling, in order to ensure the good combination of the upper and lower layers, the dam surface should be watered and leveled before paving. Slope lap should be adopted between working faces, and the joints should be mainly rolled. Rolling is an important link in this process, which directly affects the dry bulk density of the filler and is the key to whether the stability and deformation of the dam can meet the design requirements.

According to its construction layout, the dam surface is divided into gravel area, transition area, core wall area, precast concrete block and hollow.

The hexagonal block slope protection belt is composed of four areas, and each area can be divided into two to four sections for flow operation. Its operating procedures are as follows:

Core wall area: paving → rolling → inspection.

Rock filling area: rolling → inspection → paving.

Transition zone: inspection → paving → rolling.

Precast concrete block and hollow hexagonal block slope protection area are independently constructed.
