Western selection method

In western countries, there are two kinds of civil servants, one is business and the other is election. Civil servants are not "officials". They are ordinary government workers. In multi-party countries, no matter which political party comes to power, their work will not be affected. If this party comes to power, they will lose their jobs.

To put it bluntly, the grass-roots staff of the government are only responsible for doing what the grass-roots give them, and don't care about political affairs. Elected civil servants are different. They are elected, mainly the chief executive of local government and the president of the court. They came to power through elections and worked and performed their duties according to the prescribed term of office.
