In February, 2002, a criminal suspect tied with explosives blackmailed residents' property in front of the people's government of the autonomous region. After receiving the police, Zhao Xinmin quickly led the police to the scene. At this time, pedestrians and vehicles along the street are constantly flowing, and the situation is extremely critical. Zhao Xinmin directed the police to evacuate people and vehicles around him, and persuaded the suspects face to face. The gangster didn't listen to advice and tried to break into Tianshan department store. Once an explosion is carried out in a crowded shopping place, it will cause great losses to people's lives and property. When Zhao Xinmin found out, he did not hesitate to stop the gangsters. Seeing that the evil plot could not be carried out, the unscrupulous gangsters suddenly detonated their explosives. There were no casualties and the department store was safe, but Zhao Xinmin was seriously injured. After being rescued, he died gloriously at the age of 46. In 2002, he was rated as a revolutionary martyr by the People's Government of Xinjiang Uygur Autonomous Region, and the Ministry of Public Security posthumously awarded the title of the first-class English model of the national public security system.
