Legal basis: Organic Law of Villagers' Committees of the People's Republic of China
Thirteenth villagers who have reached the age of eighteen, regardless of nationality, race, sex, occupation, family background, religious belief, education, property status and length of residence, have the right to vote and stand for election; However, except those who are deprived of political rights according to law.
Before the election of the villagers' committee, the following persons shall register and be included in the list of villagers participating in the election:
(a) the household registration in the village and the villagers living in the village;
(two) the household registration in the village, not living in the village, I said to participate in the village election;
(3) citizens whose household registration is not in the village, who have lived in the village for more than one year, have applied for and agreed to participate in the election by the villagers' meeting or the villagers' representative meeting.
Villagers who have registered to participate in the election in the village where their household registration is located or in the village where they live shall not participate in the election of villagers' committees in other places.
Fifteenth election of villagers' committees, villagers registered to participate in the election directly nominate candidates. When villagers nominate candidates, they shall, from the interests of all villagers, recommend villagers who are law-abiding, good in conduct, fair and upright, enthusiastic about public welfare undertakings, and have a certain educational level and working ability as candidates. The number of candidates should be more than the number of places to be elected. Election of villagers committee should organize candidates to meet with villagers, and candidates should introduce their own concept of performing their duties and answer questions raised by villagers.
Election of villagers' committees, with more than half of the villagers registered to participate in the election voting, the election is valid; Candidates must get more than half of the votes of the villagers who voted to be elected. If the number of elected people is less than the number of places to be elected, the insufficient places will be elected separately. In case of re-election, the candidate who was not elected in the first ballot will be elected with more votes, and the candidate with more votes will be elected, but the number of votes won shall not be less than one third of the total number of votes.
The election was conducted by secret ballot and public counting, and the election results were announced on the spot. During the election, a secret ticket writing office was set up.
Villagers who are registered to participate in the election and cannot go out to vote during the election period may entrust their close relatives who have the right to vote in writing to vote on their behalf. Election of villagers committee shall publish the list of clients and clients.
Specific election methods shall be formulated by the standing committees of the people's congresses of provinces, autonomous regions and municipalities directly under the Central Government.
