Planning of six provinces in central China in the plan of the rise of central China
The central region, including Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan provinces, is an important grain production base, energy and raw material base, equipment manufacturing base and comprehensive transportation hub in China. In the grand blueprint of China's economic development, it is considered to be the place where the Central Plains compete for competition.

"Since this plan is a development plan, it is not just a spatial plan, but involves the construction tasks and development priorities of various provinces, and is a detailed policy for industrial layout." Industry experts said.

Compared with the news disclosed before, the plan re-emphasizes the positioning of "three bases and one hub" in Central China.

"Three basics" are the superior resources on the table. Central China is rich in land resources and is one of the main grain producing areas in China. In terms of energy raw materials, Shanxi, western Henan, Hubei, Anhui and other places are rich in coal resources, and this area also has relatively rich water resources in the country; In terms of equipment manufacturing, there are many famous heavy industry cities, such as Wuhan, Changsha, Zhuzhou, Zhengzhou, Taiyuan, Hefei and Nanchang.

In the planning, the Yangtze River, Longhai, Beijing-Guangzhou and Beijing-Kowloon "two horizontal and two vertical" economic belts were put forward for the first time. This is directly related to the positioning of the "transportation hub" in this area. Jiangxi Provincial Development and Reform Commission believes that although it was first proposed, relying on the railway artery itself, a relatively concentrated industrial belt has been formed in the region. For example, the mature Changjiu Industrial Corridor in Jiangxi is a part of the Beijing-Kowloon Economic Belt.

According to the author's understanding, due to the approval of the plan, the provinces have not yet issued any policy support. Even so, through the comprehensive analysis of the resource advantages, economic characteristics and national support priorities of the above six provinces, almost all provinces have issued corresponding supporting policies to quickly start the huge development opportunities brought about by them.

Shanxi: A Safe and Environmental Protection "New Energy Base"

"Optimizing layout, centralized development, efficient utilization, intensive processing, safety and environmental protection", the 20-word principle in "Planning", will soon become the future development policy of Shanxi. Consolidating and upgrading the position of an important energy and raw material base in the planning is considered to be the clear positioning of Shanxi.

In recent years, Shanxi's GDP growth rate has been hovering at the bottom of the six central provinces. Years of environmental debt and excessive dependence on the coal industry have made Shanxi "struggling".

According to the plan, the central region should promote the construction of large-scale coal mines, speed up the construction of electric power and power grids, and vigorously develop deep processing of raw materials. These are directors from Shanxi. In 2006, Shanxi Province proposed to build a "new energy base", which indicates that the development and utilization of coal resources in Shanxi will begin to embark on a new industrialization road of cleanliness, economy and fine processing.

According to the research of Shanxi Provincial Bureau of Statistics, the project-driven strategy will be the key for Shanxi to implement the strategy of "latecomer advantage" in this area. Shanxi proposes that by 20 10, the state will invest 650 billion yuan in six major areas, and in 2009, it will determine 152 key construction projects, which will drive the social fixed assets investment to complete 1 trillion yuan.

Henan: Urban agglomeration on stage, agricultural singing opera

In the view of political and academic circles in Henan, the two biggest impacts of planning on Henan Province are: the construction of urban agglomerations in the Central Plains has been officially recognized by the state, and the construction of grain core areas in Henan Province.

Previously, the Central Plains urban agglomeration centered on Zhengzhou, the intersection of Beijing-Guangzhou Line and Longhai Line, has long been the most economically powerful urban agglomeration in the central region, but it has not been able to enter the relevant national planning. The promulgation of "Planning" is bound to provide new space for the development of urban agglomerations.

In addition, according to the previous planning of Henan Province, Shangqiu, located at the intersection of Beijing-Kowloon and Longhai railways, has been included in the unified development planning of the four cities of Huanghuaihai (Shangqiu, Zhoukou, Xinyang and Zhumadian) and is also an important part of the core area of grain production in Henan. Tian Jianming, deputy director of the Rural Economic Information Research Center of Henan Academy of Agricultural Sciences, who participated in the planning research of the National Development and Reform Commission, told reporters that the planning will have a direct impact on the urbanization development of this region.

In addition, the plan proposes to actively develop modern agriculture with the focus on strengthening the construction of grain production bases. This is of great significance to Henan.

Before the National Development and Reform Commission approved the construction plan for the core grain production area in Henan Province, Tian Jianming told reporters that it was formulated according to the National Grain Strategic Project "Outline of the Construction Plan for the Core Grain Production Area in Henan Province" approved by the State Council. Planning will inevitably have a direct impact on the formulation of this specific implementation plan, and the implementation plan will also become a part of the specific measures in the planning.

Since 2000, the total grain output of Henan Province has ranked first in the country for nine consecutive years, and reached 1073 1000 billion Jin in 2008, a record high, breaking through 1000 billion Jin for three consecutive years. This year, the total output of summer grain in Henan Province reached 610.3 billion Jin, increasing production for six consecutive years. Henan Province has become the most important grain production base in China.

Anhui: Dancing along the Yangtze River to Undertake the Yangtze River Delta

A researcher from a research institute under the Anhui provincial government told the author that the biggest influence on Anhui is "accelerating the construction of the Yangtze River Economic Belt". The planning is completely consistent with the goal of the Wanjiang City Belt and will accelerate the development of the areas along the Yangtze River. " It is reported that the Wanjiang City Belt can definitely be included in the planning to undertake the industrial transfer demonstration area in the Yangtze River Delta, and the industrial transfer concentration area in the Yangtze River Delta has also been basically finalized, and Chaohu City on the north bank of the Yangtze River will be selected.

Cheng Ding, former Party Secretary of Anhui Social Science Association, told this reporter that in agriculture, Anhui has proposed to the state to establish a functional area for grain production in the Huaihe River Basin. According to the data, the Huaihe River basin spans five provinces, namely Henan, Anhui, Jiangsu, Shandong and Hubei, and its grain output accounts for 1/6 of the whole country, among which Henan, Hubei and Anhui are all central provinces.

Jiangxi: a pilot project of circular economy around Poyang Lake

The above-mentioned person in charge of the Institute of Economics of Jiangxi Academy of Social Sciences told the author that the content of urban belt in the Plan "can actually bring the most favorable elements to Jiangxi", and circular economy will have a positive impact on the economic circle around Poyang Lake and Wuhan metropolitan area.

According to relevant persons from the Regional Economic Department of Jiangxi Provincial Development and Reform Commission, the planning of Poyang Lake Ecological Economic Zone has been upgraded to a national strategy, and the final plan is waiting for the State Council's approval.

A person with a government background in Jiangxi Province told the author that considering the great contribution of the area around Poyang Lake to the ecological protection of the lower reaches of the Yangtze River, it is possible for the state to put the water resource tax in the area around Poyang Lake as a pilot from the perspective of circular economy in the detailed rules of planning, and it is expected that the tax will be reduced or preferential. People attending State Taxation Administration of The People's Republic of China related forums in Nanchang said. In addition, it is possible to reduce the corporate income tax rate around Poyang Lake.

Hubei: Building a "Two-oriented Society" in the Highland of Science and Education

Hubei, as the thoroughfare, industrial base and cultural center of the six provinces, occupies "the right time, the right place and the right people". Since the end of 2007, the urban agglomeration with Wuhan as the center has been approved by the state to start building a comprehensive reform pilot zone for resource-saving and environment-friendly cities (referred to as "two-oriented society"), and enjoys the privilege of "trying first" in the central region.

According to a person from the Hubei Provincial Development and Reform Commission, Wuhan has formed a general comprehensive reform framework. "Focus on the two-way transfer of industries and promote the optimization and integration of regional industries; Accelerate the construction of transportation infrastructure with the focus on improving the fast track; Focusing on the linkage and sharing of social resources, promoting the basic work of urban agglomerations; Focus on the construction of agricultural plate mechanism and promote the integration of agricultural industry; Focus on implementing chain operations to promote the common development of urban and rural markets. " For example, a number of major projects such as Wuhan Metropolitan Intercity Railway, Wuhan Xingang, Dadong Lake Ecological Water Network Project and Huashan Ecological New City will also land with the introduction of the plan.

According to regional experts, the top five educational resources in Wuhan are not only the starting point for giving priority to the development of education in planning, but also the "new natural barrier" for the transformation of scientific and educational advantages into real productive forces.

Hunan: Cultural industry becomes a magic weapon.

"The rise of central China should pay attention to solving two problems, one is the food problem, and the other is the environmental protection problem. I hope that the central region can take a new path in the early stage of industrialization. " The relevant person in charge of the National Development and Reform Commission summed up the key to the rise of Central China.

As a traditional agricultural province and a new industrial province, Hunan high-level officials have noticed these two problems. In the words of Zhang Chunxian, secretary of the provincial party Committee, "Hunan must make three overall plans to develop: coordinating urban and rural areas and doing a good job in industrialization of a large agricultural province;" Coordinate the region to make the people of the whole province rich together; To coordinate man and nature, it is necessary to have both Jinshan Yinshan and green mountains and green hills. "

The development of cultural and creative industries behind the phenomenon of "Cultural Xiang Army" composed of "Television Xiang Army" and "Publishing Xiang Army" is a light cavalry developed in Hunan. It is also a new embodiment of the prosperity of cultural and sports undertakings in the planning.

According to the statistics of Hunan Development and Reform Commission, at present, Hunan's cultural industry has gradually formed a cultural industry center with Changsha as the focus, Beijing-Guangzhou Line, Xiaoxiang Film and Daxiangxi as three characteristic cultural industry belts. A Hunan cultural industry carrier, with tourism and convention and exhibition industry as its wings and radio and television, publishing, newspapers and entertainment as its four wheels, has taken the lead in rising in the country. The added value of cultural industry accounts for more than 5% of the province's gross national product and is becoming the pillar of emerging industries in Hunan.

Cement Development in Six Provinces in Central China

Six central provinces, including Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan. In this field, there are several giants in China cement industry, such as Tian Rui and China building materials in Henan, Jidong cement in Shanxi, Conch and Yadong cement in Anhui, huaxin cement and Gezhouba cement in Hubei.

It can be said that the six central provinces are the second region with a slightly mature cement industry besides the eastern coastal areas such as Jiangsu and Zhejiang.

Shanxi:

Driven by the rapid development of national economy for many years, especially in recent years, the development speed of Shanxi cement industry has lagged behind the average development level of the national cement industry, but the whole industry is still developing rapidly.

In recent years, the economy of Shanxi Province has developed very rapidly. Since 200 1, the average growth rate of Shanxi's fixed assets investment and real estate investment has been above 20%, which has promoted the sustainable development of the cement industry under the pull of market demand. Since 200 1, the total investment in Shanxi cement industry has exceeded 6.8 billion yuan, including 2.003 billion yuan in 2008, an increase of 27% over the previous year's157.5 million yuan. From last year to the first half of this year, four new dry cement production lines with a daily output of 2,500 tons of clinker were put into operation in the province, making the new dry cement production capacity account for more than 40% of the total production capacity. At present, four new dry production lines with a daily output of 5,000 tons and three new dry production lines with a daily output of 2,500 tons of clinker have been built in all parts of the province, with a total investment of more than 3.5 billion yuan. According to this development trend, it is predicted that by 20 10, the production capacity of new dry cement in the whole province will account for more than 70% of the total production capacity.

At the same time, the development pattern of Shanxi cement market is very clear. According to the data, at the end of last year, the People's Government of Jiaocheng County, Shanxi Province and Tangshan Jidong Cement Co., Ltd. formally signed the Contract on Building a 2× 4,500 t/d Cement Clinker Production Line Project and Establishing Jidong Cement Jiaocheng Co., Ltd. According to the agreement, the first phase of the project is located in Qincun Village, Jiaocheng County, and the second phase is located in Xishe Town, Jiaocheng County. After the signing of the agreement, the cement production line with a daily output of 1.800 tons under construction will be completed within seven months, and the new production line with a daily output of 4,500 tons in the first phase will be completed and put into operation within 14 months after obtaining the approval certificate, and the construction of the second phase will start in due course according to market conditions. The total planned investment of the project is 654.38+0.8 billion yuan. After the project is completed, the annual output of clinker is 4.02 million tons, cement is 55.65438+0 million tons, and the power generation is 65.438+0 billion kWh.

So far, Jidong Cement has built eight new dry cement production lines in Shanxi. It is estimated that the cement production capacity is close to 20 million tons, which is close to the current total production capacity of Shanxi Province180,000 tons.

Judging from this, Jidong Cement has reached an exclusive agreement with Shanxi Province, while other cement giants have not entered the Shanxi market for many years. After Jidong Cement entered the Shanxi cement market on a large scale, the hope of entering is close to slim. Jidong Cement can completely integrate the cement territory of Inner Mongolia, Shanxi, Shanxi and Hebei provinces by attacking the city in Shanxi.

Anhui:

In 2008, Anhui cement industry continued to maintain a rapid and stable development trend, with rapid growth in production capacity and further optimization of industrial structure. Statistics show that by the end of 2008, the total cement output in Anhui Province was 60.055 million tons, up 1 1. 17% year-on-year. Commercial cement clinker was 88 1 1. 1 10,000 tons, up 14.78% year-on-year, of which new dry-process cement clinker was 77.63 million tons, up 13.09% year-on-year.

In the national cement output ranking, Anhui cement output ranking10; The output of commercial cement clinker ranks second, among which the output of new dry-process cement clinker ranks 1. According to the data, by the end of 2008, there were 70 new dry cement clinker production lines in Anhui Province, with a cement clinker production capacity of 83.094 million tons. In 2008 alone, nine new dry cement clinker production lines were completed and put into operation in Anhui. New projects started in 2008 include: Conch Group's first super-large new dry-process cement clinker production line with a daily output of 12000 tons was started in Tongling, and 4,500 tons of new dry-process cement clinker production lines were started in each city 18; Anqing Albo White Cement Co., Ltd., the largest white cement project in China, has an annual output of 400,000 tons of white cement clinker production line and other projects.

According to the current development trend, Conch has absolute right to speak in the province. According to the data, the company's net sales of cement broke through the "654.38+100 million tons" mark at the end of February 2008, reaching 10003 million tons, and the total sales of cement and clinker reached 654.38+28.86 million tons.

Jiangxi:

The data shows that Jiangxi Cement, a leading cement enterprise in Jiangxi, currently has a cement production capacity of about 8 million tons. However, the company claims to reach the goal of 30 million tons in 20 10. Secondly, Conch's cement production capacity under construction and put into production in Jiangxi has also exceeded 1 1 10,000 tons, Yadong Cement has put into production 3.9 million tons, and the production capacity under construction is10.3 million tons. The above data show that if the three cement enterprises account for 40% of the total cement market in Jiangxi, the total cement market capacity in Jiangxi in 2009 will be about 80 million tons.

The author understands that in recent years, Jiangxi Province has increased the construction speed of new dry-process cement projects, and the relevant departments of the province require that the output ratio of new dry-process cement in the whole province should reach more than 80% in 20 10.

Judging from the current development trend, the cement market pattern in Jiangxi Province presents a three-legged competition pattern of Conch, China Building Materials and Yadong Cement. In 2007, Jiangxi Cement introduced China Building Materials Group as a strategic partner and invested 654.38+0.4 billion yuan in Southern Cement Company. In addition, Jiangxi Cement also established Jiangxi Southern Evergreen Cement Co., Ltd. in cooperation with Southern Cement. Southern Evergreen aims to integrate the cement market in Jiangxi Province and its surrounding areas, further highlighting the company's advantages in production capacity and market control. Jiangxi Cement has completed the production capacity layout of most important areas in Jiangxi. The company recently completed the acquisition of four companies in Gannan, effectively controlling the Gannan market.

Jiangxi is a typical semi-closed market with complex terrain, short straight-line distance between two points and long actual transportation distance. Most cement enterprises in the province are located near the provincial boundary, so it is easier for cement to leave the province than to enter it, effectively protecting the Jiangxi market. As a regional leading enterprise in Jiangxi cement industry, with the support of Jiangxi provincial government and provincial state-owned assets supervision and administration commission, and with the strong platform of southern evergreen, Jiangxi cement's market leading position in Jiangxi province and its surrounding areas will be more consolidated and prominent.

Henan:

He who wins the Central Plains wins the world. At present, China National Building Materials and Conch, the two largest cement enterprises in China, announced at the same time not long ago that they will increase their investment in Henan cement market in the next few years.

Of course, this does not include Tongli Cement, Tian Rui Group and Mengdian Group, which also have strong market calling ability.

In 2008, the cement output in Henan Province reached1030,000 tons, up 9.95% year-on-year, ranking third in the country, second only to Shandong and Jiangsu. At present, there are nearly 64 new dry cement production lines with a daily output of 1 10,000 tons or more in Henan province, with a clinker production capacity of 64.94 million tons and a cement production capacity of 1 100 million tons or more. In 2008, the output of new dry cement accounted for about 98% of the cement output in the whole province, and the backward production capacity was basically eliminated.

At present, Henan Cement is dominated by Tian Rui, Kone, China United, Mengdian and Hu Bo. The production capacity of these five cement enterprises is close to 50 million tons, accounting for half of Henan cement. Among the five, Zhongtianrui Cement has the largest annual production capacity170,000 tons, while Hu Bo Cement has the smallest annual production capacity of 4.2 million tons. Plus Huaxin, Yimei, Chiba, Deng Xin, Dengcao, Vivian Dawson and other enterprises with 5,000-ton production lines.

Hubei:

At present, there are 185 cement enterprises above designated size in Hubei, with a total output of 510.09 million tons, ranking seventh in the country, including 16 new dry cement enterprises and 25 new dry production lines, with a production capacity of 30 million tons, accounting for 55%, which is higher than the national average. In 2007-08, 6 million tons and 0 million tons were eliminated respectively.

At present, the cement market in Hubei is dominated by huaxin cement and Gezhouba cement.

Hunan:

The production line of new dry-process cement has developed rapidly in Jiangsu, Zhejiang and Henan, while the development of new dry-process cement in Hunan Province is relatively backward. In fact, even by the end of 2005, there were only 8 enterprises in Hunan Province, 9 new dry-process cement production lines were built, and only/kloc-0 enterprises with a production scale of over 4,000 tons/day.

Seize this market "empty", domestic large cement enterprises have entered Hunan, attacking the city slightly.

Conch Group, the largest cement producer in Asia, has successively built several dry cement production lines in Hunan.

In addition, China Building Materials and Sinoma Group, the domestic cement production giants, are not far behind, and they are lining up in the surging Hunan cement market. In addition, an industrial company in Taiwan Province Province will also build a cement production line with a daily output of 5,000 tons in Lianyuan.

With the strong entry of foreign capital, the cement industry in Hunan Province has undergone earth-shaking changes. Data show that by 2008, 32 new dry cement production lines have been put into operation in Hunan Province, with a cement clinker production capacity of 35 million tons. It is estimated that a number of new dry cement production lines will be put into operation, and the new clinker production capacity will be about18.82 million tons. By the end of the 11th Five-Year Plan, the proportion of new dry cement in Hunan Province will exceed 70%.

Capital construction investment plan and cement demand in six central provinces

Henan: Highway construction: The author learned from bureau of henan province that in 20 10, the highway construction in Henan Province plans to invest 24.5 billion yuan, and start construction of 409-kilometer highway projects and six 249-kilometer first-class highway projects with high traffic speed 10, and will also transform 6000 kilometers of county and township highways and 1000 kilometers of villages. As mentioned above, although there is a big difference in cement demand per unit mileage between expressways and low-grade highways, there is little difference in cement demand per unit investment, which is roughly concentrated at 6.5438+0.5 million tons/100 million yuan. Therefore, it is estimated that the expressway investment of 24.5 billion yuan in Henan Province needs about 3.68 million tons of cement.

Railway construction: The author learned from Zhengzhou Railway Bureau that in 2009, the Ministry of Railways issued an investment plan for Zhengzhou Railway Bureau, amounting to 36.47 billion yuan, and projects including Zhengzhou-Xuzhou Passenger Dedicated Line will be started one after another this year. Large-scale railway construction will not only further consolidate the pivotal position of Henan Railway in the national railway network, but also greatly promote the local economic development. If calculated according to the cement demand of 6.5438+0.4 million tons/100 million yuan, the railway investment in Henan Province needs 4.85 million tons of cement.

Hubei: Highway construction: According to authoritative sources in Hubei Province, in the next few years, Hubei Province plans to invest 209 billion yuan to accelerate the construction of skeleton highway network in Hubei Province, and by 2020, the expressway network will cover the whole province. According to the standard of 6.5438+0.5 million tons/100 million yuan, the total investment in highway construction in Hubei Province needs 3.65438+0.35 million tons of cement.

The construction of skeleton highway network in Hubei Province is implemented in two stages: 20 10 year, the expressway mileage is about 3500 kilometers, all administrative villages are connected to highways, and Wuhan City and Jianghan Plain take the lead in basically realizing the modernization of highway traffic. By 2020, the skeleton highway network in Hubei Province will be completed in an all-round way, and the pavement of Tongxiang Highway will all meet the hardening standard, and the province will basically realize the modernization of highway traffic.

In addition, Hubei Province will also build a new expressway 13, with a total length of 778 kilometers. Tongcun asphalt cement road1.2000 km was added in the whole province.

Hunan: Highway construction: According to the highway construction plan of Hunan Province published by Hunan Provincial Communications Department, by 20 10, the total mileage of national and provincial trunk highways in this province will reach 16 180 kilometers, including more than 3,500 kilometers of expressways, and all villages in the province will have access to highways.

According to the plan, the layout goal of the expressway network in Hunan Province is to form an expressway network that crosses east and west, runs through north and south, covers the whole province, connects the surrounding areas, has moderate density, is efficient and convenient, and consists of five north-south longitudinal lines and seven east-west transverse lines, with a total scale of 56 15km. It is said that the implementation plan is that the total construction scale in the near future is 2,623 kilometers, the total investment is 1.0 1 100 million yuan, the mileage is increased by 2 1.84 kilometers, and the expressway mileage will reach 3,587 kilometers by the end of 20/kloc-0. The total construction scale in the medium term is 1.402 km, with a total investment of 57.4 billion yuan and an additional mileage of 1.402 km. By the end of 2020, the expressway mileage will reach 4989 kilometers. The total scale of long-term construction is 626 kilometers, with a total investment of 35 billion yuan and a new mileage of 626 kilometers. By the end of 2030, the expressway mileage will reach 56 15 km.

Last year, Hunan Province built 18 expressways. The total mileage is 2 135 km, and the investment is148.5 billion yuan. The planned investment of the project construction was 654.38+09.353 billion yuan.

By the end of last year, the mileage of expressways in Hunan Province had exceeded 2,000 km, reaching 200 1 km. It is said that this year, Hunan Province will start construction of the Hunan section of the national expressway network, and three expressways, namely Hengyang, Changsha, Zhuzhou and Xiangtan, and Shao Yong, will be completed and opened to traffic. After the start of the 14 expressway this year, there will be 42 expressway projects under construction in Hunan Province.

According to the above data, if calculated according to the standard of 6.5438+0.5 million tons/100 million yuan, in the next few years, Hunan Province will need 5.65438+0.29 million tons of cement to complete the expressway construction plan.

Railway construction: According to the railway development plan of Hunan Province, the inter-city railway planning of 3+5 urban agglomeration in Hunan Province (namely, the urban agglomeration consisting of 8 cities of Changsha, Zhuzhou, Xiangtan, Yueyang, Changde, Yiyang, Loudi and Hengyang) has passed the expert review. According to the two evaluation plans, in the next five years, Hunan will start to invest nearly 300 billion to build 23 railway projects. According to the regional railway development plan of Hunan Province, after the completion of this railway project with an investment of nearly 300 billion yuan, the railway mileage of Hunan will double from the current 2,968 kilometers to nearly 6,000 kilometers. According to the cement demand10.4 million tons/100 million yuan, the railway investment of 300 billion yuan in Hunan Province will roughly boost the cement demand by about 42 million tons.

Shanxi: Highway construction: According to the requirements of traffic construction in Shanxi Province, in 2009, Shanxi Province will complete the highway construction investment of 70 billion yuan, mainly to speed up the construction of expressways under construction 1 10,000 kilometers and newly start construction 1 10,000 kilometers, so that the mileage of expressway construction in the whole province will reach more than 2,000 kilometers this year; Complete the construction of Tongcun cement (asphalt) road10.5 million kilometers; Continue to promote the transformation and upgrading of national and provincial trunk lines, county and township highways and the construction of traffic stations. Although there is a great difference in cement demand per unit mileage between expressways and low-grade highways, there is little difference in cement demand per unit investment, which is roughly concentrated at 6.5438+0.5 million tons/100 million yuan. Based on this calculation, we estimate that the investment in highway construction in Shanxi Province in 2009 is about 654.38+500,000 tons of cement demand.

It is also reported that Shanxi Province will set off a huge upsurge of expressway construction in the near future. In the investment plan of infrastructure construction in Shanxi Province in the next two years, the total investment involved in highway traffic projects is 250 billion yuan, and the construction scale is 48,000 kilometers. If calculated according to the standard of 6.5438+0.5 million tons/100 million yuan, there is roughly 37.5 million tons of cement demand.

Airport construction: In terms of airports, according to the introduction of relevant departments in Shanxi Province, the investment in airports in Shanxi Province will reach 5 billion yuan in the future, and six airports will be built, rebuilt and expanded and relocated in different places. New Lvliang Airport, Wutaishan Airport and Linfen Airport will be built, Datong Airport and Yuncheng Airport will be rebuilt and expanded, and Changzhi Airport will be relocated in different places. If calculated according to the standard of 6.5438+0.5 million tons/100 million yuan, the demand for cement for airport construction investment in Shanxi Province is 750,000 tons.

Railway construction:

According to the introduction of relevant departments in Shanxi Province, the key railway projects in Shanxi Province in 2009 generally include specific projects such as Tai Yun and Universiade Passenger Dedicated Lines 18. According to statistics, the accumulated investment in the above railway construction is 236.086 billion yuan. After deducting part of the investment completed before May 2009, the total investment in railway construction in Shanxi Province in recent years is nearly 200 billion yuan. If the cement demand is 6.5438+0.4 million tons/100 million yuan, the 200 billion yuan railway construction investment will supply and demand 28 million tons of cement.

Jiangxi: Highway construction: As far as highways in Jiangxi Province are concerned, the highway network consists of Jiangxi National Highway Network (i.e. "three verticals and four horizontals" main skeleton, five ring roads and two connecting lines) and local encrypted highways, with a total scale of about 4,650 kilometers, including 3,286 kilometers of Jiangxi National Highway Network and 1358 kilometers of local encrypted highways.

Railway construction: According to the requirements of the new round of railway construction planning in Jiangxi Province, the railway density in Jiangxi Province will reach 370-400 kilometers per 10,000 square kilometers in the future, and by 2020, all counties will basically be connected with railways.

According to my understanding, the new round of planning is divided into short-term, medium-term and long-term. By 20 12, the railway mileage will be 3,500 kilometers, 4,000 kilometers in 20 15 and 4,500 kilometers in 2020. Realize three "basics" in the layout of railway network, that is, by 2020, basically realize railways in county towns, railways in major tourist attractions, railways in major industrial and mining areas and economic centers.

Anhui: Highway construction: According to the news of the State-owned Assets Supervision and Administration Commission of Anhui Province, in 2009, Anhui Province will invest 5.8 billion yuan and 2.879 billion yuan respectively to build highway projects, that is to say, the total investment in highway construction of Anhui provincial enterprises has reached 8.679 billion yuan.

It is said that in 2009, Anhui Expressway Corporation will invest 5.8 billion yuan to build the 18 expressway project with a construction scale of 920 kilometers.
