Lu is the youngest vice mayor in a prefecture-level city in Zhejiang Province. He is from Cixi, Zhejiang, and his father is an ordinary farmer, who has always supported learning.

Lu was born in April of 1980. He used to be the county magistrate of Zhejiang Province and the deputy mayor of Shaoxing in June 2022.
