On March 22, 2007, Comrade Pan Zhili was appointed as the executive deputy director of the Management Committee of Hai 'an Economic Development Zone;
On September 201April 7, the 19th meeting of the Standing Committee of the 13th National People's Congress of Qiannan Prefecture decided to appoint Pan Zhili as the deputy governor of Qiannan Prefecture People's Government. The meeting decided to accept Hu Zhongliang's resignation as deputy governor of the state people's government.
