Cai 1975 studied at Yongqing Primary School and then at Taiwan Province Provincial Naval Academy. 1985, because of the appearance of Halley's comet at that time, he became interested in astronomical observation. He was an official of the Astronomical Society of Kaohsiung City (2002-2003). In 2000, he quit his insurance job and ran the monopoly business of imported telescopes alone. At the end of 2002, he left his home in Kaohsiung.

June 5438+October 2005 10, Cai and Lv Kezhi set up the "Kendingxing Village Observatory" in Baiping, Kending Road, Hengchun Town, Pingtung County, looking for new celestial bodies and celestial bodies for observation and visit (joining the equipment of the "Mercury Observatory" in Kaohsiung, with Lu Kezhi as the director), which was opened on June 22, 2005. This observatory is also one of two observatories officially recognized by the International Astronomical Union (IAU) in Taiwan Province Province (the other is Lulin Observatory of Central University). In the same year, astronomy enthusiasts from Hong Kong and Taiwan were organized to set up the Star Protection Association.
