Guide and select some junior high school graduates with excellent academic performance. Enter the pilot secondary vocational school for 3 years, and transfer to the corresponding undergraduate colleges for 4 years after passing the transfer examination. During the seven-year study period, the pilot undergraduate colleges and secondary vocational schools cooperated to establish a teaching system linking cultural foundation, professional theory and professional skills courses, and systematically trained applied technical talents with solid professional theory and exquisite technology at the undergraduate stage.
Second, the scope of the pilot
(1) pilot schools.
To serve the needs of the strategic development of the five functional areas for technical and skilled talents, the core area of urban functions, the expansion area of urban functions and the new area of urban development are mainly high-quality vocational colleges. The first batch of pilot projects were undertaken by three applied technology undergraduate courses and 10 national secondary vocational demonstration schools (see attached table for the list), and the scope was gradually expanded after exploring experience.
(2) Pilot majors.
The pilot major should closely meet the development needs of pillar industries, emerging industries, modern agriculture and modern service industries in our city. It is a major with high technical content and long training period. Undergraduate colleges and secondary vocational schools need to give full play to their respective advantages and design, cooperate and systematically cultivate cultural foundation, technical skills training and comprehensive quality training.

Recruit students for junior high school graduates who have registered in this city for more than three years.
Third, the management system
(1) plan management.
After the pilot colleges and universities jointly determine the enrollment plan, they shall report to the Municipal Education Commission for approval.
(2) Admission management.
According to the relevant provisions on enrollment management of "3+4" segment talent training pilot in secondary vocational schools and undergraduate colleges, the enrollment examination and admission work are carried out in accordance with the principle of voluntariness and merit. The admission work and the admission work of local ordinary high schools have been promoted as a whole.
(3) Financial guarantee.
1-3 grade, implement the corresponding subsidy policy for secondary vocational education and the subsidy standard for public funds per student; In grades 4-6, the per capita subsidy standard and charging policy for college students will be implemented.

(1) process evaluation.
1. Process evaluation organization. All students who are included in the "3+4" counterpart training must take part in the process assessment of the pilot colleges and universities, and they can only take the transfer examination after passing the assessment. The process evaluation scheme is jointly formulated by the pilot universities, including the specific contents, standards, methods, procedures and publicity methods of the evaluation. After being reported to the Municipal Education Commission for the record, it will be announced to students in the first semester of enrollment. The specific evaluation work is organized and implemented by the pilot colleges.
2. The main content of process evaluation. Ideological and moral status; Learning situation, including the learning situation of compulsory courses and elective courses in secondary vocational schools according to the counterpart through-training curriculum plan (including the results of preliminary examination and make-up examination); Participate in social practice activities (including enterprise practice), participate in skills competitions in municipal and national vocational colleges and obtain skills certificates; Physical health status reflects students' specialties and all-round development.
(2) turn to the exam.
1. In the sixth semester of secondary vocational schools, students who have passed the process assessment will be given a transfer examination, and those who pass the examination can be transferred to pilot universities to continue their undergraduate studies; Those who fail the exam but reach the graduation level of secondary vocational schools will be awarded the graduation certificate of secondary vocational schools. Students transferred to the undergraduate stage are not allowed to transfer to other schools or majors. Students who complete the courses specified in the undergraduate teaching plan and meet the graduation requirements will be awarded the graduation certificate of undergraduate colleges. If the courses specified in the teaching plan are not completed and do not meet the graduation requirements, it shall be handled in accordance with the relevant provisions on student status management.
2. The transition examination includes two parts: cultural examination and skill examination, which are organized and implemented by the Municipal Education Examinations Institute and incorporated into the overall management of enrollment of ordinary higher education in that year.

Pilot colleges and universities should meet the requirements of relevant professional (industry) standards and professional (executive) industry qualification assessment according to the training needs of applied technical talents at the undergraduate level, absorb the participation of industries and enterprises, and seriously study and formulate the overall objectives and phased objectives of talent training.
Undergraduate colleges take the lead and secondary vocational schools actively cooperate to design the overall talent training plan, professional teaching plan and quality evaluation mechanism. , co-ordinate arrangements for counterpart units of theoretical knowledge courses and skills training courses. Curriculum and teaching content should be relatively independent and orderly connected. After completing secondary vocational school, students should have corresponding vocational skills and cultural level, so as to lay a good foundation for continuing to receive higher education.
Pilot colleges and universities should select discipline (professional) leaders and backbone teachers to participate in the pilot work and jointly form a pilot teaching team. Undergraduate colleges and universities should strengthen teaching guidance and teacher training for secondary vocational schools, and establish a system of mutual exchange of teachers and regular visits.
(3) Strengthen quality control. The Municipal Education Commission regularly conducts supervision and inspection on the education and teaching of pilot colleges, establishes and improves the "3+4" segmented talent training reform evaluation system for secondary vocational schools and undergraduate colleges, improves the evaluation methods, and strengthens the evaluation and assessment.
(4) Strengthen process management. Establish a dynamic management mechanism for the "3+4" segmented talent training reform pilot in secondary vocational schools and undergraduate colleges. Actively support the development of pilot universities with strong support for pilot work and continuous improvement in teaching management, teaching quality and school-running conditions; Do not meet the requirements, shall be ordered to make rectification. If the rectification still fails to meet the requirements, the enrollment plan will be reduced until the enrollment is stopped.
(5) standardize school-running behavior. Once the pilot enrollment plan of "3+4" subsection talent training reform in secondary vocational schools and undergraduate colleges is issued, it must be strictly implemented and enrolled according to regulations. In violation of the enrollment regulations, the "3+4" qualification will be cancelled and the relevant personnel will be held accountable. Before junior high school graduates fill in the enrollment plan, the Municipal Education Commission should publish the "3+4" enrollment plan in public media such as junior high schools, the Municipal Education Commission and the portal website of the Municipal Education Examinations Institute to explain the enrollment policy to the society and candidates.
