The propaganda content of legal education is conducive to establishing the awareness of the rule of law, improving the public awareness of the educated, improving the awareness of fairness, cultivating civil society, helping the educated to establish meticulous logic and strong memory, and helping the educated to understand the social practice ideal of legislators.

The Sixth Five-Year Plan has been published. The "Sixth Five-Year Plan" for popularizing law has determined ten main tasks of legal publicity and education. The completion of these ten tasks is of great significance to the construction of socialist democracy and legal system in China.

Under the situation of thoroughly implementing the basic strategy of governing the country according to law, it is very important to improve the legal quality and ability of leading cadres to handle affairs according to law. Leading cadres take the lead in learning the usage of the law, which has an important demonstration role for popularizing the law among the whole people. Therefore, leading cadres are the "top priority" of this law popularization.

Article 4 of the Constitution of People's Republic of China (PRC) stipulates that all ethnic groups in People's Republic of China (PRC) are equal. The state protects the legitimate rights and interests of ethnic minorities and maintains and develops the harmonious relationship of equality, unity and mutual assistance among all ethnic groups. Discrimination and oppression against any ethnic group are prohibited, and acts that undermine ethnic unity and create ethnic divisions are prohibited.

According to the characteristics and needs of ethnic minorities, the state helps ethnic minority areas to accelerate economic and cultural development.

Regional autonomy is practiced in areas where ethnic minorities live in compact communities, and organs of self-government are set up to exercise autonomy. All ethnic autonomous areas are an inalienable part of People's Republic of China (PRC).

All ethnic groups have the freedom to use and develop their own spoken and written languages and to maintain or reform their own customs and habits.
