1986 graduated from the Department of Economic Management of China Renmin University with a bachelor's degree in economics;
1994 graduated from the law department of China University of Political Science and Law with a bachelor's degree in law. 1970 to 1976, serving in the engineering corps of China People's Liberation Army, engaged in amateur literary creation;
1977 to 1994 worked in Beijing Metallurgical Construction and Installation Engineering Company, and worked as a construction team worker, team leader, branch secretary, deputy secretary of the company's party committee, secretary of the discipline inspection commission and secretary of the company's party committee;
1995 to 2006, worked in the organ affairs administration of the State Administration of Radio, Film and Television. He has served as assistant director, deputy director, party secretary and deputy director, and was transferred to his current post in 2007.
