1894 was born in Liupuzhai, Panxin Town, Songtao Miao Autonomous County, Guizhou Province. He has been smart since he was a child and likes reading.

19 12 was admitted to Guiyang model middle school.

19 16 After graduating from Guiyang Model Middle School, he returned to Songtao and set up a private library in the countryside to teach the children in the village. He is diligent in teaching and is praised as an excellent teacher by the elders in the village.

19 18, the county sent him to study in Guizhou Police Training College. After two years of hard study, he learned the basic knowledge about politics, military, civil law and criminal law.

1920 After graduation in winter, he was assigned back to Songtao as a security inspector. Half a year later, he joined the Second Brigade of the First Division of Guizhou Army, and served as platoon leader, purser, battalion commander and head of the regiment.

/kloc-in the summer of 0/926, He Long led the Ninth Huncheng Brigade of Sichuan-Guizhou Frontier Defense in Tongren, and led a regiment of Guizhou Army to Tongren to be incorporated into He Long Department, and then served as the head and deputy commander of He Long Department.

Later, He Long and Ye Ting marched into Guangdong, with Ou Baichuan as the commander-in-chief of the former enemy, and defeated Qian Dajun in Guangchang. When attacking Jieyang and Tangkeng, he lost contact with He Long and took refuge in Luo Qijiang, an independent division of the National Revolutionary Army. He was appointed as the Chief of Staff of the Lieutenant Colonel, and was later promoted to Chief of Staff.

1934, Luo Qijiang participated in the pursuit of the Second Army Corps of the Red Army led by He Long. Ou Baichuan strongly advocated making peace with He Long, and Luo adopted his opinion, but did not try his best to confront Herb.

1937, War of Resistance against Japanese Aggression outbreak. Ou Baichuan resigned as the chief of staff and served as the head of the 702nd regiment to participate in the Anti-Japanese War.

1In the summer of 939, Ou Baichuan was promoted to deputy commander of the 82nd Division and participated in two battles in Changsha, which effectively dealt a blow to the arrogance of the Japanese invaders.

After liberation, 65438-0950 was recommended by He Long as the deputy director of Guizhou Ethnic Affairs Committee.

195 1 served as the vice chairman of the Sino-Soviet Friendship Association of Guizhou Province and the vice chairman of the Guizhou branch for safeguarding world peace, attending the World Peace Conference held in Warsaw. After returning to China, he served as a member of the People's Government Committee of Guizhou Province, a member of the Central Ethnic Affairs Committee, and a vice chairman of the Consultative Committee of the First People's Congress of all ethnic groups in Guizhou Province.

1953 Vice Governor of Guizhou Province. Member of the first, second and third standing committees of Guizhou Provincial Committee of China People's Political Consultative Conference, and vice chairman of Guizhou Provincial Committee of Chinese Revolutionary Committee.

1954 was elected as the representative of the first national people's congress.
