First, the problems existing in the construction of leading bodies
Leading bodies at all levels are carefully inspected by higher-level party organizations. Most of them have high prestige among the masses and the mainstream of leading cadres is good. However, with the deepening and expansion of reform and opening up, some leading cadres have exposed problems that are not suitable for the new situation.
(A) ideological and political quality issues
Mainly manifested in: First, the theoretical basis of Marxism is relatively shallow, and some people don't even know some basic common sense that should be known and understood; Second, the cultivation of party spirit is not high, employing people, doing things and making friends do not pay attention to principles, and bring vulgar style and philistinism into the party; Third, diligence and integrity are not enough. A few people can't completely dive into work. They are playful and in a bad state of mind. Full of bureaucracy, the concept of the masses is not strong; Selfishness is heavy, and self-demand is not strict.
(B) leadership and governance issues
Due to the limitation of work experience and social experience, some leading cadres have some deficiencies in their leadership ability and ruling level, which are mainly manifested as "four deficiencies": first, the knowledge, experience and skills of market economy are insufficient; The art and ability of using the principle of democratic centralism to deal with and digest the contradictions of the team itself are not enough; Lack of leadership and organizational skills; The practical experience of leaders is not enough.
(C) the construction of democratic centralism
In recent years, due to the influence of various wrong ideas, some comrades lack party spirit training, and there are deviations in their understanding and actions on how to treat democratic centralism. The main manifestations are as follows: First, there are deviations in ideological understanding. In some leading organs, there are still some comrades who are unclear about the meaning and principles of democratic centralism, so that under the current coexistence of various economic forms, there have been erroneous views of "outdated theory" and "abolition theory" of democratic centralism. Second, the difference of leaders' quality directly affects the implementation of democratic centralism. Some members of the leading group can't dialectically understand and correctly handle the relationship between the majority and the minority, the relationship between correct opinions and wrong opinions, and the relationship between "squad leader" and "committee member", which delays the democratization and scientific process of decision-making.
(D) the issue of building a clean government
Corruption is the most dangerous enemy endangering the life of the Party. We should be soberly aware that the current phenomenon of negative corruption is growing and spreading day by day, which is mainly manifested in the prevalence of ostentation, pleasure and treatment, and some even abuse power for personal gain, take bribes, bend the law and commit crimes, seriously eroding the party's body, damaging the party's cause and ruining the social atmosphere.
"number one" problem
According to statistics, at present, among the crimes committed by leading cadres, the cases involving the top leaders of the party and government account for about one third or more of the total. The reasons are: first, power is too concentrated on the top leaders, which makes democracy concentrated in form; Second, the education of higher-level organizations is not in place, management is lax, and supervision is weak. Learning, training, inspection and supervision have become the ways for a few people to curry favor with and flatter. Third, because of the concentration of power, the number one leader has become the object of "public relations" of all parties and can't stand being dragged down; Fourth, propaganda and job requirements are misleading. In any work, it is emphasized that the top leaders personally grasp and take overall responsibility. Maybe, it is a "one-vote veto" and the top leader is dismissed on the spot. The responsibility system of division of labor under collective leadership has been put aside, and the top leaders are as busy as a bee, and others dare not be busy.
(VI) Responsibility mechanism of leaders
First, due to institutional reasons, the responsibilities of leading cadres to higher authorities and the people are seriously unbalanced. China's current political system and administrative system have failed to effectively solve the fundamental problem of serving the people wholeheartedly, and lack the responsibility mechanism to bind leading cadres to be responsible for the people's interests. In reality, most leaders only talk about the theory of being responsible for and serving the people. In fact, they just do everything possible to be directly responsible to the superior who decides their position, to stay or not, and to * * * who decides their fate. This serious distortion of the responsibility mechanism of leading cadres not only encourages the arrogance of a few corrupt elements who abuse their power, but also is an important source of the ugly phenomenon of buying and selling officials in recent years. Second, the "four rights" of the masses have not been truly implemented in the selection and appointment of cadres. Many times, the masses have no right to choose leadership, or they only have formal choices. Although the cadre appointment mechanism has been constantly improved in recent years, we still use the old method, focusing only on procedures and not on democracy. For example, most of the party representatives, deputies to the National People's Congress and CPPCC members we elected are cadres. Even if there is a certain proportion of representatives of the masses, they are often appointed by cadres in advance.
