Article 2 Schools recruit students independently, issue graduation certificates and conduct financial accounting independently. Consciously accept the leadership and supervision of the higher education administrative department in the process of running a school.

Article 4 Purpose of running a school: Guided by Deng Xiaoping Theory and Theory of Three Represents, adhere to Scientific Outlook on Development, fully implement the Party's education policy, adhere to the socialist direction of running a school, take education as the foundation, take employment as the guidance, take students as the center, take medical and health services as the purpose, base on Shaanxi, face the countryside, serve the grassroots and highlight the characteristics of running a school. Cultivate medical talents at the specialist level who have all-round development in morality, intelligence, physique and aesthetics, and can go down, stay, use and do well to meet the needs of rural primary medical institutions.
Article 5 Nature of the school: Xi 'an Medical College (to be established) is a full-time private ordinary institution of higher learning approved by the national education administrative department. It is a non-profit educational institution with independent legal personality, and the organizers do not require reasonable returns. The school has been approved by the national education administrative department to obtain a school license, which belongs to public welfare institutions and public service-oriented social organizations.

Article 9 A school shall set up a board of directors and implement the principal responsibility system under the leadership of the board of directors.

(6) The principal shall be a person under the age of 70 with more than 65,438+05 years experience in higher education management, and shall be appointed by the board of directors. The president is nominated by the chairman of the board of directors, voted by the board of directors, and submitted to the examination and approval authority for approval and filing. The principal's duty is to be fully responsible for the teaching, scientific research and other administrative work of the school for a term of four years. The president shall exercise the following powers according to law: to implement the decisions of the board of directors; Implement the school development plan, draw up the annual work plan, financial budget and school rules and regulations; Appoint and dismiss school staff and implement rewards and punishments; Organize educational and scientific research activities to ensure the quality of education and teaching; Responsible for the daily management of the school; Exercise other authorization from the school board. Article 10 The school committee is composed of the president, representatives of party member, and representatives of teaching staff. Eleventh schools implement the teacher appointment system and the full employment contract system. The school employs people who are healthy, have a certain educational level and meet the teacher qualifications stipulated in the Teachers Law. The school establishes trade unions in accordance with the law, and establishes a staff congress system with teachers as the main body to safeguard the legitimate rights and interests of staff. Chapter IV Sources of Funds, Assets and Financial System, Rights and Obligations of Schools

Sixteenth schools independently manage and use the property provided by the organizers and the accumulation of running schools according to law, and enjoy the property rights of legal persons. No organization or individual may intercept, misappropriate or occupy it. At the same time accept the supervision of the examination and approval authorities and other relevant departments.
Article 17 Rights and obligations of schools
(a) the rights of the school: according to social needs, school conditions and school regulations to develop enrollment plans; Make teaching plans, compile teaching materials and organize the implementation of teaching activities; In accordance with the relevant provisions of the state, evaluate and employ teachers and other professional and technical personnel, and adjust the distribution of wages and allowances; The property provided by the organizer shall be managed and used according to law.
(2) The obligation of the school: implement the national education policy, carry out teaching activities and improve the quality of education and teaching; Do a good job in the safety and stability of the school; Do a good job in the placement and employment of every graduate; Formulate the school development plan; Rational use and strict management of education funds, protect school property and prevent the loss of school assets; Accept the assessment of the board of directors and report the school work to the board of directors once every semester. After the completion of the preparatory establishment and formal examination and approval, the school will formally accept the inspector appointed by the higher education administrative department and consciously accept its supervision and guidance on the school's running level, education quality, safety and stability.
Chapter V Reasons and Procedures for Alteration and Termination
Article 18 Procedures for school change: When the school needs to change the sponsor, school name, school level, principal, division and merger, the sponsor shall submit a written application for change, properly arrange the students in school, carry out financial liquidation, and report to the examination and approval authority for approval after the consent of the school board.
Nineteenth reasons for the termination of the school: according to the provisions of the school's articles of association, it needs to be terminated and approved by the examination and approval authority; The school license has been revoked; Unable to continue running the school because of insolvency.
Twentieth school termination procedures. If the termination of running a school is confirmed for various reasons, it shall be carried out according to the following procedures after the school board agrees and reports to the examination and approval authority for approval:
(a) the proper placement of students in school. Under the leadership and coordination of the higher education administrative department, students are allowed to continue their studies by transferring to other schools or merging into other schools.
(2) Refund the tuition and miscellaneous fees of the educated.

Chapter VI Supplementary Provisions
Article 21 The Articles of Association shall be discussed and adopted by the school workers' congress, adopted by the board of directors, and then submitted to the national education administrative department for examination and approval.
Article 22 The amendment to the Articles of Association shall be proposed by one third of the members of the school committee, passed by a two-thirds majority vote of the school committee and the board of directors respectively, and come into effect after being submitted to the examination and approval authority for examination and approval.
