Liu, male, Han nationality, born in May, 198 1, born in Pingshan, Hebei Province, holds an MBA from China Renmin University and a doctorate in education from Beijing Normal University. He graduated from the Department of Business Administration of Hebei Geo University in 2004, joined the work in September 2004, and joined NLD in July 2009.

He is currently the chairman of Shijiazhuang Economic Vocational College, the chairman of Hebei Jinwai Shi Hao Investment Group Co., Ltd., the founder of Beijing Dacheng Dade Film and Television Group, and the partner of Beijing Dacheng Fund Group. He used to be the representative of the 14th National People's Congress of Shijiazhuang, the 15th National People's Congress of Zhengding County, the member of NLD Hebei Provincial Committee, the deputy director of Social Committee, the deputy director of Youth Commission, the chairman of General Economic and Trade Branch, the standing member of Shijiazhuang Youth Federation, the standing member of Hebei Young Entrepreneurs Association, the standing director of Hebei Private Educators Association, and the director of the editorial board of the 13th Five-Year Plan of higher vocational colleges of the Ministry of Education.
