In China, the state administrative organs, judicial organs and procuratorial organs are all produced by the people's congress as the organ of state power, responsible for it and supervised by it; State organs operate according to the principle of democratic centralism. This determines the relationship between the National People's Congress and the government, courts and procuratorates (hereinafter referred to as "one government, two houses"):

1, the relationship between decision-making and implementation. The National People's Congress is an organ that exercises state power on behalf of the people, exercising state power such as legislation, decision on major issues, election, appointment and removal, and supervision. The laws and decisions made by the National People's Congress must be implemented by the "one government, two houses".

2. The relationship between supervision and supervision. On behalf of the people, the National People's Congress has the right to supervise the work of "one government and two houses". "One government, two houses" must be responsible and report their work to NPC according to law, and accept NPC's supervision.

3. Coordination of work.
