1since June 1987, he has served as secretary of the Beijing Municipal Committee of the Communist Youth League; 1990 12 used to be the secretary of the Shijingshan District Committee of the CPC Beijing and the director of the Standing Committee of the District People's Congress. 1992 12 was promoted to the Standing Committee of Beijing Municipal Committee of the Communist Party of China. 1993 to 1, concurrently secretary of the Urban Construction Working Committee of Beijing Municipal Committee of the Communist Party of China; 1March, 1994, Minister of Propaganda Department of Beijing Municipal Committee of the Communist Party of China; 1February 1995 served as secretary of the Political and Legal Committee of the Beijing Municipal Committee of the Communist Party of China and director of the Beijing Municipal Public Security Bureau.1February 1995 was awarded the rank of Deputy Director-General.
In March of 20001year, he was promoted to Deputy Secretary of Beijing Municipal Committee of the Communist Party of China and Secretary of Political and Legal Committee. In June 2006, he served as Deputy Secretary of Beijing Municipal Committee, Secretary of Discipline Inspection Commission and Secretary of Political and Legal Committee. In March 2007, he served as secretary of the CPC Qinghai Provincial Committee and director of the Standing Committee of Qinghai Provincial People's Congress.
