In order to protect the interests of seed production, management and users, avoid the loss caused by the use of unqualified seeds in production, and make the cultivated fine varieties obtain high quality and high yield, there must be a unified quality standard to standardize and formulate the quality standard of seeds.
Considering the systematicness and scientificity of the standard layout of crop seed quality, the overall layout was adjusted when it was revised, and the cash crop seeds were composed of two independent parts: fiber and oil. Among them, oil crops include rape, peanut, sesame and sunflower. For the convenience of use, the conventional species and hybrids of the same crop are arranged one after another.
According to GB/T 3543.1-3543.6-1995 "Rules for Inspection of Crop Seeds", the quality standards (purity, cleanliness, germination rate and moisture) of cash crop seeds in GB 4407-84 "Oilseeds" were analyzed through a large number of years of experimental research, typical investigations and spot checks. In principle, seed grades are not classified by conventional varieties, and hybrids are divided into first and second grades. Due to the great changes in the inspection method and judgment standard, the germination rate was changed to seedling judgment, so the value was lower than that before revision. By using the rapid method, the clarity is generally improved compared with that before revision, and the moisture standard value has little change.

3 definition
This standard adopts the following definitions.
3. 1 original species
Seeds that have reached the quality standard of the original seed from the first generation to the third generation propagated by the breeder's seeds or produced according to the technical regulations of the original seed production.
3.2 Improved varieties
The first generation to the third generation propagated by conventional seeds and hybrids meet the quality standards of improved varieties.

6 inspection rules
According to the purity index of varieties, seed quality grades are divided. If the purity is not up to the original seed index, it will be reduced to a first-class seed, a second-class seed, and a second-class seed is unqualified.
Those whose purity, germination rate and moisture can't reach the index are unqualified varieties.
When the measured values of purity, purity and germination rate are compared with the specified values in the standard, the allowable errors used in comparison with the specified values in GB/T 3543.1-3543.6-1995 will not be implemented temporarily.
