Therefore, Article 21 of the Measures stipulates: "Volunteer organizations, charitable organizations and social service institutions shall establish a volunteer star rating system with service time and service quality as the main contents."
In terms of evaluation criteria, the Measures adopted the existing practices in the field of civil affairs, that is, volunteers whose volunteer service record time reaches 100, 300, 600, 1000, 1500 hours can apply for evaluation as one-star, two-star, three-star, four-star and five-star volunteers in turn. As for whether a volunteer can be rated as a star volunteer, it is decided by the volunteer organization, charity organization or social service organization that receives the application according to its comprehensive evaluation of service time and service quality.
