You can refer to "Shanghai: Building a Low-carbon City with the Expo":

On May 28th, at the press conference held by the Shanghai Municipal Government, Zhou Ya, deputy director of the Shanghai Municipal Development and Reform Commission and deputy director of the Shanghai Leading Group Office for Energy Conservation and Emission Reduction, said: "By 20 10, the energy consumption per unit GDP in Shanghai will be 20% lower than that in 2005." Zhou Ya also said that Shanghai will learn advanced low-carbon cases during the World Expo to make Shanghai a low-carbon city. However, Zhou Ya also admitted that these low-carbon technologies "do have a process of popularization and application".

Reduce energy consumption per unit GDP

According to Zhou Ya, the binding targets for energy conservation and emission reduction proposed in the 11th Five-Year Plan of Shanghai are that by 20 10, the energy consumption per unit GDP in Shanghai will be reduced by 20%, the total emission of sulfur dioxide will be reduced by 26%, and the total emission of chemical oxygen demand will be reduced by 15%.

"With the joint efforts of all parties, Shanghai's energy consumption per unit of GDP decreased by 17. 12% in the first four years of the 11th Five-Year Plan, and the overall target of GDP energy consumption reduction in the 11th Five-Year Plan is 84. 14%, which needs to be reduced by nearly 3.6% this year; In the first four years, COD emissions decreased by 26. 1% and 19.9% respectively, and the emission reduction target of the Eleventh Five-Year Plan was achieved 1 year ahead of schedule. " Zhou Ya said.

However, according to the reporter, the current situation of energy conservation and emission reduction in Shanghai is still very serious. According to official data, since the first quarter of 20 10, Shanghai's energy consumption has increased rapidly, with the total energy consumption increasing by about 16.96% and the city's electricity consumption increasing by 16.79%. From the perspective of the whole year, the rapid growth of energy consumption in heavy chemical industry is hard to contain, and the transportation, tourism, venue operation and security of the World Expo will also bring a lot of energy consumption increments, so it is not difficult to achieve the goal of reducing energy consumption per unit GDP by 3.6%.

20 10 in the first quarter, the Shanghai municipal government took a series of measures to ensure that the energy consumption of GDP decreased by 3.6%. According to reports, the Shanghai Municipal Government has issued a mandatory regulation to control the net increase of industrial energy consumption within 4 million tons; In particular, it is required that the total energy consumption of five high-energy-consuming industries, such as transportation, petroleum processing, chemical industry, steel industry, rubber products industry and building materials industry, should not increase by more than 5%.

Adjust the "three highs and one low" enterprises

In fact, focusing on reducing energy consumption per unit GDP, Shanghai is currently formulating a catalogue for adjusting and eliminating backward production capacity. According to Shang Yuying, deputy director of the Shanghai Economic and Information Committee, during the 11th Five-Year Plan period, Shanghai will focus on adjusting "three high and one low" enterprises and projects, mainly including those with high energy consumption, high pollution, high emission and low added value.

"In the past three years, Shanghai has completed 1939 adjustment projects, saving 3.8 million tons of standard coal. The total industrial output value involved in the whole adjustment has decreased by 76 billion yuan. Even during the financial crisis last year, we still did not relax the intensity of industrial restructuring. " Shang Yuying said, "Last year, we adjusted 847 items, involving a total industrial output value of more than 27 billion yuan, saving 65.438+0.02 million tons of standard coal."

According to reports, Shanghai's industrial structure adjustment has shown "three changes": First, it has gradually changed from enterprise adjustment to industrial adjustment. "We have mainly adjusted industries such as small cement, sporadic chemicals, printing and dyeing, flat glass, small ironmaking and small steelmaking, as well as industries such as casting, forging, electroplating and heat treatment, including pharmaceutical raw materials and industries with high energy consumption and high pollution." Shang Yuying said.

Secondly, from paying attention to consumption reduction assessment to paying attention to comprehensive benefits of environment and society. So far, Shanghai has also made some structural adjustments to ensure urban safety. A total of 82 hazardous chemicals enterprises have made adjustments, reducing the production, use and storage of urban hazardous chemicals by 282,000 tons.

Finally, Shanghai has begun to change from point adjustment to regional block adjustment. According to Shang Yuying, in 2008, Shanghai shut down and adjusted the Tangwai Chemical Industry Zone located on the north bank of Hangzhou Bay, and adjusted 22 chemical enterprises in the industrial zone as a whole. The structural adjustment in this area has greatly promoted the construction of urban ecological corridor on the north bank of Hangzhou Bay.

Learn advanced cases of the World Expo.

Regarding the advanced technologies and low-carbon cases displayed during the World Expo, Zhou Ya said that the holding of the Shanghai World Expo showed the public the most advanced technologies, concepts and methods in all aspects of the world. Therefore, the Shanghai Municipal Party Committee and the Municipal Government have asked all departments to learn from them. For example, the solar photovoltaic projects in China Pavilion and other World Expo venues are all done by Shanghai enterprises. For another example, the 6.5 MW photovoltaic power generation project of Hongqiao transportation hub, Beijing-Shanghai-high-speed railway station, is one of the largest building integrated photovoltaic projects in Asia.

According to the reporter, as the largest World Expo in history, the 20 10 Shanghai World Expo has been implementing the concept of low carbon from beginning to end in terms of planning, construction, operation and display. In the Expo Park, 380,000 square meters of old factories have been converted into exhibition halls and other infrastructure. For example, the main workshop of Heather Power Plant with a history of one hundred years is128m long, 70m wide and 50m high. The structural system is intact, with three generators and a large number of ancillary facilities, and a complete water intake and drainage system. The regeneration and reconstruction of the main workshop is to keep the original shape and height unchanged. By adding internal floors, the original four-storey structure was changed to eight floors. The total construction area of the reconstructed main workshop is 3 1 1 1,000 square meters. It has become one of the main exhibition halls in the urban best practice area of the World Expo, mainly displaying innovative cases of urban life, energy conservation and material recycling.

Shanghai not only embodies the concept of low carbon in the planning of Expo venues, but also embodies the concept of energy saving in buildings. According to Hong Hao, director of the Shanghai World Expo Bureau, there are 4.6 MW solar generators in the Expo site, which is the largest and most concentrated installed capacity in China. Energy-saving LED light sources are widely used in the whole park lighting equipment; Air conditioners use a lot of river water sources and geothermal sources; The public transport system in the park uses clean energy vehicles such as hydrogen energy vehicles and supercapacitor vehicles to achieve "zero emission".

In the urban best practice area, almost all cases are based on the theme of energy conservation, environmental protection and low carbon. The most typical is the London Zero Carbon Pavilion, which will be the first zero carbon public building in China, covering an area of 2,500 square meters. There is also a zero-carbon lecture hall, a zero-carbon restaurant, a zero-carbon exhibition hall and six zero-carbon model houses, which comprehensively display the strategies and methods of dealing with climate change in the construction field.

In addition, according to the reporter, low-carbon facilities exist in almost every corner of the Expo Park. It is reported that rainwater collection systems have been installed in China Pavilion, Theme Pavilion, Expo Center, Performing Arts Center and other large buildings. After precipitation and filtration, these rainwater can basically meet the needs of environmental sanitation cleaning and greening irrigation in the park. There is also a square kilometer of greening and park in the park, accounting for about 1/3 of the whole fence area of the park. After taking this series of measures, experts predict that it is estimated that 60%-70% of the carbon emissions of the Expo can be offset from the opening to the closing.

However, Zhou Ya also said frankly: "In addition to photovoltaics, including other low-carbon technologies, there is still a process to truly promote and apply, and it also needs specific processes, actual conditions and cost tolerance suitable for each enterprise."
