HR is responsible for recruiting personnel. After their resumes are screened, they will generally be shown to the employing department, and then it is determined that the applicants can be notified at the first time. Some enterprises will arrange a written test in the initial test, and those who fail the written test will pass directly and lose the opportunity of the initial test.
Eliminate obviously unsuitable personnel, so generally in some formal companies, HR has the right to directly reject candidates during the interview, because you may not have the opportunity to pass the resume screening or be rejected during the initial HR test, and you will not be able to enter the second interview at all.
However, the initial test of some enterprises is conducted by the employing department, and HR only plays the role of resume screening and notification arrangement in the initial test.
After passing the initial HR test, it will be handed over to the department for a second interview. There are generally two situations for interviewers in the second interview. One is that the employing department (department manager) interviews alone, and the other is that the HR manager and the department manager interview together, so sometimes you find several people sitting opposite, you should have this judgment.
In a standardized company, during the interview process, the interview evaluation points are divided between the employing department and the HR department. Generally, the employing department pays more attention to your professional knowledge and skills, while HR pays more attention to your soft skills, such as teamwork, expression and communication, logical thinking, understanding and reaction, motivation and stability.
In this link, the opinions of the employing department are dominant, but it does not mean that HR is not important. My previous company clearly stipulated that both the employing department and HR have the right to reject a person in any interview session, and they can only enter the latter session after reaching an agreement.
