Guo Changming: A successful incubator must have three elements, namely, a successful startup, a successful incubation team and a good physical space. These three elements can be figuratively compared to "a good egg, a good chicken and a good nest". The final product of incubator is enterprise. Only the success of the enterprise means the success of the incubator. To ensure that the enterprise will eventually become a healthy and innovative enterprise, it needs to rely on a successful incubation team and a good physical space.
By implementing the incubator entrance strategy of "strictly controlling the entrance and selecting the seeds". In recent years, the quality of science and technology entrepreneurship projects entering the science and technology incubator of Dalian Entrepreneurship Center has improved significantly. By the end of 2007, 59 new incubators had been introduced, including 352 incubating enterprises, 65 incubating enterprises and 49 graduated enterprises. Among them, 1 18 enterprises have passed the high-tech enterprise certification, 184 patents, 37 scientific and technological achievements appraisal, 446 independent technology contracts, and more than 80 independent intellectual property projects are about to be declared or under review.
At the same time, through continuous exploration and practice, Dalian Entrepreneurship Center takes the concept of "deepening incubation services and enhancing the value of entrepreneurial services", gives full play to the guiding and influencing role of science and technology business incubators in the construction of scientific and technological innovation system, continuously deepens innovation and entrepreneurial incubation services, and puts forward a "package plan" of entrepreneurial incubation services such as policies, funds, talents, technology, market, training, information, intermediary, business and venues based on the needs of scientific and technological entrepreneurial enterprises.
In terms of creating physical space, Dalian Entrepreneurship Center has integrated 1 Building and Building 2, Overseas Students Pioneer Park, Overseas Students Industrial Park, Creative Incubation Park, International Incubator and other incubation places, forming an entrepreneurial incubation system that combines comprehensive incubation, professional incubation, international incubation and "second incubation".
Reporter: Besides these three elements, what other important roles should a successful technology business incubator play?
Guo Changming: In addition to the above three elements, a successful incubator should also play three roles, namely, to be a Bole who is good at discovering excellent enterprises, a mentor who guides the rapid development of enterprises, and a nanny who provides meticulous services for enterprises.
It is extremely important for incubators to attract and absorb new members and actively explore incubating enterprises and their potential value. Incubators should have an eye for identifying and attracting excellent projects, excellent teams and broad market prospects. Only through strict screening, can they choose the entrepreneurial enterprises with real development potential and meet the requirements of incubation, and can they effectively realize their own value-added and thus achieve the ultimate goal of promoting economic development. Therefore, giving full play to Bole's role and choosing excellent enterprises for incubation is half the success of the incubator.
For entrepreneurial enterprises, entrepreneurship is a high-risk process. It is incorrect to think that the larger the incubation site, the better the quality of the incubator. Incubation site is only the investment of fixed assets, and business incubation service is the added value of incubator. After several years of exploration, Dalian Entrepreneurship Center concluded: "Incubator = real estate+technology services; Incubator value = real estate value+technology service value; Incubator economy = real estate economy+technology service economy. " From these equations, we can see that the key element of incubator is actually scientific and technological service. The value of real estate is fixed in a certain sense, and the value of scientific and technological services can be continuously improved, thus stimulating the appreciation of real estate and promoting the economic value of this incubator. The success of Dalian International Students Industrial Park verifies this view. In 2005, Dalian Entrepreneurship Center entered a period of rapid development. Due to the shortage of site resources, more than 30 enterprises lined up outside the pioneer park to enter the park. At this time, a "semi-project" located in Hekou Village, Lushun South Road also worried the developers. After spending tens of millions of yuan, I still can't "live". The biggest problem is that the corner of the project is remote and far from the business circle, so it is difficult to be interested as a commercial real estate. "But as an incubator, these problems are not problems." Facts have proved that both sides have made the best choice: according to the market rules, under the coordination of relevant government departments, this "unfinished building" has become the second-class incubator of the entrepreneurial service center, and a win-win situation has emerged: 10 years, developers can get nearly 3 million yuan in rent every year; The innovation service center can introduce overseas students and high-tech enterprises who graduated from the Overseas Students Pioneer Park. As a representative of the government, the high-tech park management Committee has been able to obtain more than10 million yuan in taxes from these high-tech small and medium-sized enterprises; Enterprises have more room for development and can enjoy the value-added services provided by the Innovation Service Center. Guo Changming: OK. I think the technology business incubator should be a miniature technology innovation system with complete innovation elements. The core work of building an innovative country is to build a national innovation system. Incubator should be a miniature innovation system, with complete entrepreneurial elements, which activate, collide and interact with each other in the incubator, thus forming the driving force of innovation. This is Dalian Entrepreneurship Center's understanding of incubator construction. Up to now, there are more than 700 incubators and entrepreneurial centers in China. China has now become the largest incubator country in the world.
On this basis, I think the six elements of innovation are mainly reflected in: first, technology start-ups, or small and medium-sized technology start-ups, and the main body of the incubator is enterprises; Second, the government, third, universities, fourth, scientific research institutions, fifth, science and technology intermediaries, and sixth, financing institutions. Integrating the six elements is the mission and purpose of the incubator.
