Wang Chaoxia, a native of Dalian, Liaoning Province, was born in July 1963. He holds a postgraduate degree and a double master's degree. He used to be an assistant to the mayor of Liaoyang City. When he was in Liaoyang, he was praised for his serious attitude and practical work. He is now the chairman of the Federation of Returned Overseas Chinese in Liaoning Province.

China Federation of Returned Overseas Chinese is a national people's organization composed of returned overseas Chinese and their relatives. Its predecessor was Yan 'an Federation of Returned Overseas Chinese and the Preparatory Committee of All-China Federation of Returned Overseas Chinese. The Federation of Returned Overseas Chinese is the bridge and link between the Party and the government to the vast number of returned overseas Chinese, their relatives and overseas Chinese.
