Former Commissioner of Ximeng Committee of Linfen County and Minister of Organization Department of Linfen County Committee of the Communist Party of China. 1938 entered Yan' an central party school to study. Later, he served as secretary of Linfen County Committee of the Communist Party of China, county heads of Jiexiu and Qinxian, and deputy director of the organization department of Taiyue Second Committee of the Communist Party of China. After the founding of People's Republic of China (PRC), he served as a member of Yuci District Committee of the Communist Party of China and deputy secretary of Yangquan Industrial and Mining District Committee, secretary of Yangquan Municipal Committee, deputy director of the General Office of the Ministry of Fuel Industry, deputy director of the General Office of the Ministry of Coal Industry, director and deputy minister of personnel.
