After editing, Qu Chuan was transferred to the Municipal Bureau of Culture, with Qu Chuan as the editor. After the establishment of the Federation of Literary and Art Circles in May, 1982 "Literary Youth" was placed in charge of the Federation, and Yu Xinchen took over as the editor-in-chief, while Zhuang Nanpo was the deputy editor. Literary Youth was inscribed by Mr. Mao Dun and released to the whole country on 1983. In its heyday, the post office issued 80,000 copies, which were as famous as Young Writers, Germination and Youth in China, and were called "Four Little Famous Dan". 65438-0983, based on Youth in Literature and Art, the Federation of Literary and Art Circles established the Correspondence Department of Youth in Literature and Art, which is one of the most influential correspondence training institutions in China. 1987, the literary youth stopped publishing for some reason. During this period, the Federation of Literary and Art Circles founded Wenzhou Literature and Art Newspaper, which temporarily solved the difficulty for literary lovers not to leave the garden. 1990, the Federation of Literary and Art Circles decided to resume the literary periodical, named Wenzhou Literature and Art, and later renamed Wenzhou Literature, with Zhang Zhi as the editor-in-chief, and Wu as the deputy editor-in-chief. In the mid-1990s, according to the needs of counseling and training, the Federation of Literary and Art Circles founded the Youth Literature Newspaper, which mainly published the composition works of primary school students, gained a certain popularity in primary schools in cities and counties, and received good social benefits. Now, according to the needs of the situation, it is changed to a monthly magazine, Wenzhou Children (closed). Since 2005, Wenzhou Literary and Art Circle, a comprehensive information newspaper, has been published once a month.

From August 26th to August 23rd, 2005, the 6th Congress of Wenzhou Federation of Literary and Art Circles was held in the Great Hall of the Municipal Government. Secretary of CPC Wenzhou Municipal Committee, Lian, Liu Qi, Ma Yi, Bao, Ruan Hui, Qiao Jilin, Huang, Cao, Ju Jianlin, Qian and Jiang Jiafeng attended the opening ceremony, and the secretary of CPC Wenzhou Municipal Committee delivered an important speech. The meeting heard the work report made by Zhang Sicong on behalf of the Fifth Committee of the Municipal Federation of Literary and Art Circles, discussed and adopted the Articles of Association of Wenzhou Federation of Literary and Art Circles, and elected the Sixth Committee of the Municipal Federation of Literary and Art Circles. Elected as chairman, Zhong Qiushi, Wu, Xu Shuncong and Jin Wenping were elected as vice-chairmen. Wang Zu, deputy director of the Propaganda Department of the Municipal Party Committee, is also the party secretary of Wenzhou Federation of Literary and Art Circles, and Zhong Qiushi is the deputy secretary. On the proposal of the chairman, Chen Chuxin is the Secretary-General and Cai is the Deputy Secretary-General. The Sixth Committee of the Municipal Federation of Literary and Art Circles also hired Wu Jun and Zhang Sicong as honorary chairmen and Fang Jiaxi, Yu Xinchen, Ge Wujiao, Shen, Weng Huanxin, Huang Jiashan, Huang and Lin as consultants.
