Wang Libin is from the 13th Temple in Tuanpi Town, Xishui County, Hubei Province. 1born in March, 930, Han nationality, native of Xishui, Hubei,1joined the revolution in April, 949, and1joined China in May, 950.

He has served as the receiver of Xishui County Committee, deputy secretary of the Youth League Committee of Wanggang District, secretary of the District Working Committee, secretary of the District Committee, director and deputy secretary of Xishui County Committee Office, secretary of Qichun County Committee, deputy secretary and second secretary of Guangji County Committee, deputy director of the General Office of Hubei Provincial Committee, member of the Standing Committee of Hubei Provincial Committee, deputy director of the Provincial Revolutionary Committee, director of the Rural Political Department of the Provincial Committee, secretary of Enshi District Committee, deputy governor and secretary-general of Hubei Provincial Government, and director of the Provincial Civil Defense Office.

1September 1995, he left his post to rest.

During the period from 1985 to 1995, he also served as the leader of the construction leading group of Geheyan project in Qingjiang, Hubei Province, the chairman of Qingjiang hydropower construction, the consultant of Qingjiang development of Hubei Provincial People's Government and the consultant of China Three Gorges Project Development Corporation.
