At the same time, we should also actively do a good job in the rebellion of local leaders in southwest China, connect their forces and wait for the opportunity.

Conghua Zhou accepted Yang Jie's suggestion and stayed in Chongqing. His propaganda among Kuomintang officers that "if the Chiang regime starts a civil war, it will inevitably fail" has aroused great repercussions. Guo Xunqi, a local general in Sichuan, was dismissed during the War of Resistance against Japanese Aggression period because of his association with the New Fourth Army of the Communist Party of China, and lived in Chengdu. Conghua Zhou asked Guo to see Yang Jie. Yang Jie encouraged Guo to cooperate, master the troops and cooperate with liberation.

In mid-June, Yang Jie had a secret meeting with Zhou Conghua and told Li to send someone to bring letters and silk books, saying that the Kuomintang had been established in Hong Kong. He hoped that Yang Jie would lead the work in the southwest of the Kuomintang, and Liu would be responsible for the formation of the Chuankang Kuomintang. He hoped that he would discuss the action plan with Zhang, Liu and Deng Xihou and wait for an opportunity to cooperate with the liberation of the southwest. The three agreed that Zhou Conghua would go back to Chengdu to organize the Sichuan-KangRevolutionary Committee, focusing on the middle and upper-level military and political figures in Pan Wenhua, Deng Xihou and Sichuan, and keeping secret contact with Liu; Li Youlin went to Guizhou to work in Wang Jialie, and was responsible for organizing the national revolution in Guizhou. In Yunnan, Yang Jie himself worked for Lu Han. Sichuan, Kang, Yunnan and Guizhou acted at the same time.

Zhou Conghua undertook the task of organizing the Sichuan Revolutionary Committee and immediately returned to Rong. Two days later, they set up the underground organization of Neijiang National Revolutionary Committee.

He believes that working through the People's Republic of China (PRC) Organization will have broader contacts and unity. They believe that besides strengthening ties with Liu and Deng, it is more urgent to be subordinates of Liu and Deng. At that time, Liu, Pan and Deng had only one Xie Dekan division near Chengdu. If we can do a good job in Xie's work and make Xie participate in the Kuomintang revolution and take charge of military planning activities, it will not only further stabilize Deng's uprising determination, but also cover up progressive activities. Zhou Conghua mobilized Qiu Zhushuang, a close friend of Xie You, as the initiator of Chuankang Revolutionary Committee to work for Xie. After several discussions, Qiu and Xie expressed their willingness to join the Revolutionary Committee.
