In order to implement the spirit of "Opinions on Further Strengthening the Work of Highly Skilled Talents" (No.5/KLOC-0 [2006]), through organizing skills competitions, our department decided to hold the third national skills competition in technical colleges to promote school-enterprise cooperation, improve the teaching quality of production practice, guide teachers and students to learn skills and accelerate the cultivation of highly skilled talents. The relevant matters are hereby notified as follows:

I. Occupation (Project) and Competition Scope

(1) Competition Occupation (Project)

The competition consists of five occupations (projects): lathe worker, welder, fitter, radio debugging worker and mechatronics.

(2) Competition grouping

The Turner, Welder and Assembler Competition consists of an advanced student group (including full-time advanced students and graduates from various technical colleges) and an intermediate student group (including full-time intermediate students and graduates from various technical colleges); There are senior students in the radio debugging competition (including full-time senior students and fresh graduates from various technical colleges); The mechatronics competition has student groups (including full-time students and fresh graduates majoring in mechatronics in various technical colleges).

Second, the participants

Full-time students and fresh graduates (born after 1 98911October1) with technical colleges at all levels in the occupations (projects) established in the competition can sign up for the competitions of corresponding groups and occupations (projects).

Third, competition standards.

The senior and intermediate groups of grand racers and assembly fitter students are based on the requirements of the National Vocational Skills Standard for Pullmen and the National Vocational Skills Standard for Assembly Fitter, that is, senior workers (national vocational qualification level 3) and intermediate workers (national vocational qualification level 4). The advanced group of professional students of radio debugging workers is based on the requirements of senior workers (national vocational qualification level 3) in the national vocational skill standard of radio debugging workers. The advanced group and intermediate group of welder vocational students are based on the requirements of the National Vocational Skills Standard for Welders for Senior Workers (National Vocational Qualification Level 3) and Intermediate Workers (National Vocational Qualification Level 4) respectively, and refer to the relevant standards of the World Skills Competition; The electromechanical integration project refers to the relevant standards of the World Skills Competition. At the same time, each competition profession (project) combines the teaching plan outline of technical colleges and the characteristics of different student groups to organize propositions in a unified way.

The contest is divided into two parts: theoretical knowledge and practical operation, accounting for 30% and 70% of the total score respectively, and the technical requirements of each major (project) contest will be issued separately.

Fourth, the competition equipment.

The professional competition equipment for lathes is provided by Dalian Machine Tool Works and Jinan No.1 Machine Tool Works, the professional competition equipment for fitters is provided by Zhejiang Tianhuang Technology Industry Co., Ltd., the professional competition equipment for welders is provided by Beijing Times Technology Co., Ltd., and the competition equipment for radio debugging and mechatronics is provided by Guangdong Sanxiang Teaching Instrument Manufacturing Co., Ltd., and technical documents will be issued separately for the types and technical parameters of competition equipment for each profession (project).

The contest was hosted by Ministry of Human Resources and Social Security, undertaken by Chengdu Municipal People's Government and Sichuan Provincial Department of Human Resources and Social Security, and co-organized by Chengdu Technician College. The National Organizing Committee was established to be fully responsible for the organization and management. The organizing committee has an office and a technical working committee, which are specifically responsible for the organization, implementation and related work of the competition.

The competent departments of the provincial human resources and social security departments (bureaus) are requested to take the lead in setting up the organization of the competition area, which is responsible for organizing and guiding the competition work in this area, and report it to the Office of the Organizing Committee of the National Competition for the record.

The contest is divided into three stages: college preliminary contest, provincial semi-finals and national finals.

(2) provincial rematch stage

Before 20 10, under the unified guidance of the National Organizing Committee, the provincial rematch will be organized by the division, the outstanding players and units will be commended, and the outstanding players will be selected to participate in the national finals.

(iii) The final stage of the country

Before 20 10, 1 1 year 10, organize the national finals, hold the closing ceremony and commend the winners, and carry out relevant forums, teaching achievements display and publicity activities. Relevant matters will be notified separately.

(1) After approval, the human resources and social security department of the competition area will promote the top 5 students in the senior group of higher vocational students in the national finals and the top 10 players in the student group of the electromechanical integration competition to the professional qualification of technicians; Facing the national finals, the top five players in the intermediate group of lathe workers, welders and locksmiths were promoted to the professional qualification of senior workers. At the same time, the organizing Committee of the competition will issue trophies and certificates of honor.

(2) After being approved, the players who won the 6th-15th place in the Senior Professional Student Group of the Turner, Welder, Assembler and Radio Debugger Competition and the 60th-20th place in the Student Group of the Electromechanical Integration Competition will be promoted to senior professional qualification by the human resources and social security departments of their respective competition areas; No.6-15 in the national finals of various professional competitions for lathe workers, welders and fitters was promoted to the vocational qualification of intermediate workers. At the same time, the organizing Committee of the competition will issue medals and certificates of honor.

(3) The organizing committee of the competition will award the "Young Eagle Award" to the players who have won the previous 10 jobs (competitions) in the national finals, and will also award medals and certificates of honor.

(4) Other contestants who participated in the national finals were awarded the "Excellence Award" by the organizing committee of the competition and awarded honorary certificates.

(5) For the participating provinces (autonomous regions and municipalities) that won the top 10 in the national finals, the organizing committee of the contest awarded the "Excellent Organization Award" and awarded medals and honorary certificates. For other provinces (autonomous regions and municipalities) participating in the national finals, the organizing Committee of the competition awarded the "Organization Award".

(6) The organizing committee of the contest will award "Excellent Teaching Organization Award" and award medals and honorary certificates to the participating institutions that won the top 10 in the national finals.
