Ningling County is located in the west of eastern Henan Plain, which governs 14 townships (towns) and 364 administrative villages, with per capita arable land 1.33 mu. In the past 2008, with Scientific Outlook on Development as the leader, five land development and reclamation projects and 26 "hollow villages" as the starting point, they resolutely implemented the strictest farmland protection system and the strictest economical and intensive land use system, signed letters of responsibility at different levels, implemented target management, and added 3 199 mu of cultivated land throughout the year.
In order to encourage the advanced, spur the backward, ensure the steady and rapid economic development, and stick to the red line of 5373 1.64 million hectares of cultivated land and 470786 million hectares of basic farmland, they held a grand land work conference, which cost 500,000 yuan, rewarded 340,000 yuan to five "hollow villages" for renovating advanced towns and villages, and rewarded 50 outstanding land coordinators 1.
