Comrade Li Mian was born in Hancheng County, Shaanxi Province on May 20th on 19 12. 1930 After graduating from middle school, I taught in a primary school in my hometown. In the same year 10 joined China. At the beginning of 193 1 Chunzhi 1936, it was sent by the party organization to the Staff Office of the 42nd Division of the 17th Route Army in Yang Hucheng Department and the Communications Department of the appeasement office as a document. 1in the spring of 936, he participated in the editing of Our World, a new newspaper for saving the country in Shanghai. After the Xi Incident, he returned to the Political Department of the 17th Division of Yang Hucheng as a political commissar to do the United front work of the Party. 1937 in may, he and other comrades founded the national salvation publication "northwest life" to publicize the party's anti-Japanese proposition. After the outbreak of War of Resistance against Japanese Aggression, he went to Yan 'an Shanbei College for further study. After graduation, he has been engaged in education and teaching, theoretical research, literacy education for new characters and battlefield rescue work in Wu 'an Youth Training Class, Northern Shaanxi Public School, New Character Cadre School, Yan 'an University, Yan 'an Middle School, Yan 'an Xingzhi Middle School, Northwest Fourth Field Hospital and other units. From August 1948 to June 1949, he was sent to work in the new liberated areas. He has served as the chief of education in Hancheng County, the deputy chief of the education department of Luochuan Huanglong Commissioner, and the head of the education working group of Guanzhong Mansion in the education department of Shaanxi-Gansu-Ningxia Border Region.

In the early days of the founding of the People's Republic of China, Comrade Li Mian served as the director of the General Education Department and the Secondary Education Department of the Ministry of Education of the Northwest Military and Political Commission, and was in charge of the basic education in the northwest region. 1March, 1953 to1July, 1960, successively served as vice president of Teachers College of Northwest University, vice president of An Teachers College, deputy secretary of Party Committee and deputy secretary of Party Committee of Shaanxi Normal University. He is one of the main founders of the school. 1July, 1960 to1June, 1966, served as director and party secretary of Shaanxi Higher Education Bureau. After the "Cultural Revolution" began, he was sent to work in the May 7th Cadre School in Wu Yang, Shaanxi. 1972 12 resumed his work and served as deputy secretary of the Party Committee of Xi 'an International Studies University. 1974 65438+ 10, returned to Shaanxi Normal University after many years, and served as deputy secretary, secretary and president of the Party Committee. 1retired to the second line at the end of 983 and served as a school consultant. 1990 12 retired to enjoy the treatment of deputy ministerial level.
