Cadres managed by the Central Organization Department, also known as "middle management cadres", are mainly divided into two categories: the first category: cadres directly managed by the central government, such as deputy governors, deputy ministers (deputy directors) of national ministries and commissions and other cadres at or above the provincial level.

The second category: cadres entrusted by the Central Committee to the management of the Central Organization Department. These cadres are basically bureau-level and are appointed and removed by the Central Organization Department. There are seven main categories.

The middle management cadres are above the deputy ministerial level, and the middle management cadres refer to the cadres managed by the Central Organization Department.
