As the graduation season approaches, it will be more difficult for college graduates to settle down in Beijing.
A few days ago, at the 20 17 deployment meeting for the introduction of non-Beijing graduates held in Beijing, Gui Sheng, deputy director of the Beijing Municipal Bureau of Human Resources and Social Security, said that Beijing will adhere to the principle of "two strictness and one support", that is, according to the new urban master plan, the settlement index will be capped.
In the past few years, Beijing has always adopted the principle of "total control" to introduce foreign graduates. During the three years of 20 14, 20 15, and 20 16, the number of imported people will be controlled within 10000. This year's "total capping" is more stringent, which means that the number of imported places within 654.38+0 million will continue to decrease.

In July of the same year, Zhang Zude, then deputy director of Beijing Human Resources and Social Security Bureau, made it clear that in recent years, Beijing has reduced the index of non-Beijing graduates' plan to stay in Beijing year by year. Subsequently, he publicly confirmed that in 20 15, the number of college graduates in Beijing will not exceed 9,000, and "it will only decrease in 20 16".
At present, although the specific extent of the quota reduction in Beijing in 20 17 has not yet been announced, it can be seen from the situation in the last three years that the number of foreign students coming to Beijing this year may not exceed 9,000.
Why put forward "total capping"? Wang Yukai, a professor at the National School of Administration, told reporters that the "total capping" is based on two "rigid indicators". First, by 2020, the total population of Beijing must be controlled within 23 million; Second, by 2020, the resident population in the sixth district of Beijing will decrease by 15% compared with 20 14 years.
In March this year, Beijing published the draft of Beijing Urban Master Plan (20 16-2030), which "takes the carrying capacity of resources and environment as a hard constraint" and formally set a population ceiling of 23 million: that is, by 2020, the permanent population of Beijing will be controlled within 23 million. After 2020, the population will be controlled at around 23 million for a long time.
"These two rigid indicators have formed a reversal mechanism." Wang Yukai said that with these two hard targets as the goal, Beijing's population should be regulated, dispersed and rationally distributed. Under the design of "total amount capping", the talent selection in Beijing will be more strict and targeted in the future, that is, selecting people by industry.
How to reduce it?
In addition to the requirement of "capping the total amount", there are two important messages at the deployment meeting, namely "strictly controlling the introduction scale of the six districts in the city" and "strictly controlling the introduction of graduates from prohibited industries in Beijing".
This means that in the future, Beijing will strictly control the introduction of non-Beijing graduates from both regions and industries.
Regionally, it is necessary to strictly control the introduction of six main urban areas: Dongcheng, Xicheng, Chaoyang, Haidian, Fengtai and Shijingshan. From the perspective of the industry, "selecting people by industry" will carry out the work of introducing foreign graduates and strictly prohibit the introduction of industry graduates.
According to the Catalogue of Prohibitions and Restrictions on New Industries in Beijing, food manufacturing, textile and clothing, automobile manufacturing, wholesale and retail industries are prohibited from building or expanding. In other words, these industries are all industries that strictly control the settlement of international students.
Beijing's target of controlling the settlement of foreign students in Beijing is consistent with Beijing's pace of resolving non-capital core functions and controlling the total population, but population control is not contradictory to the introduction of talents. The relevant person in charge of the Beijing Municipal Bureau of Human Resources and Social Security made it clear that in the future, Beijing will introduce talents more accurately according to the direction of population control and the development needs of emerging industries, especially those who are in line with the capital's construction of a "sophisticated" economic structure and an open economic system.
Wang Yukai also believes that the new policy will affect the talent structure in Beijing. Beijing will strictly select outstanding talents according to the positioning of four centers: political center, cultural center, international exchange center and scientific and technological innovation center. "In the future, the indicators of (industrial) settlement that do not meet the functions of the capital will be reduced, and then the indicators of high-tech and international cultural exchanges will be increased."
In fact, in recent years, Beijing's criteria for attracting talents by "settling down" are constantly changing. 20 15 Zhang zude once said that when Beijing introduces talents every year, it will formulate a talent introduction catalogue according to the needs of employers. For example, a few years ago, service industry, IT, engineering and technical personnel were in short supply, and later they also withdrew from the shortage.

In Wang Yukai's view, "total capping" will have an impact on relatively low-end professionals who do not belong to Beijing's four central areas, and such talents may leave Beijing.
However, Wang Yukai also pointed out that the mobility of high-end talents is relatively large. The data shows that the proportion of universities such as Peking University, Tsinghua and People's Congress staying in Beijing is decreasing year by year. The proportion of graduates from Tsinghua and Peking University who stay in Beijing is less than 50%, while the proportion who go to other cities in the east is increasing year by year.
Different from the trend of strict control in the six districts of the city, in recent years, Beijing has continuously released the policy signal of tilting the index of entering Beijing to Tongzhou, the sub-center of the city. According to the Support Plan for Promoting Teachers' Quality in Tongzhou District (20 17—2020) released in April this year, Beijing listed 345 indicators of the special post plan for rural teachers in 20 17, of which Tongzhou District will receive 50 indicators.
According to the plan, by 2030, the control target of the permanent population of Tongzhou in the sub-center will be within 6.5438+0.3 million, including 600,000-800,000 employed people; Through the transfer and promotion of municipal party and government organs and municipal administrative units, Tongzhou is expected to undertake the relief of 400,000-500,000 people in the central city. Some experts said that in the future, Beijing's preferential policies such as indicators leaning towards Tongzhou may become a trend.
Regarding Beijing's points settlement policy, Wang Yukai said that the points settlement system is expected to be launched this year. "But the points settlement system will be very strict. It must serve the goal of "capping the total amount" and form a reverse mechanism with "capping the total amount", thus further amending the system of settlement of points itself. There may also be relevant regulations to make the rules of the points settlement system better serve Beijing as the four center candidates. "
