Liao Jianhua was born in July 1963. He is from Xining, Qinghai. His resume left on the public media is incomplete. Sporadic information can reflect his relationship with Bai.

From April of 1997 to April of 2006, Bai has been working in Qinghai as the secretary of Qinghai Provincial Party Committee. It is not clear whether the relationship between Baihe began in this period. Internet search shows that at 200 1, Liao Jianhua appeared in the media as the deputy mayor of Xining.

Two months after 200 1 and 10, Bai was transferred to the post of secretary of the Yunnan provincial party Committee and worked in this position until 20 1 1. Liao Jianhua served as deputy general manager of Yunnan Power Grid around 2006.
