The first pilot city of water-saving society in China is Zhangye City. Zhangye City is located in the middle of Hexi Corridor, on the edge of the desert, and is a commodity grain base in Gansu Province. The city mainly relies on Heihe water source, and the shortage of water resources, water pollution and serious over-exploitation of groundwater have become important factors restricting the sustainable development of the city's economy and society. In July, 20001year, Zhangye City was identified by the Ministry of Water Resources as the first batch of pilot and demonstration cities for the construction of water-saving society in China.

Starting from clarifying water rights, Zhangye City reformed the traditional water resources management mode and allocation mode, and actively constructed three systems, namely management mode, economic structure and water conservancy project, which are suitable for the optimal allocation of water resources, and formed a water-saving social operation mode of "total control, quota management, water distribution to households, public participation, water fee circulation, water transaction and urban-rural integration".
