Zheng Yali, deputy to the National People's Congress and president of Zhejiang University of Finance, suggested that the essence of professional certification in colleges and universities is the combination of production and education, and a standard system that is consistent with the consensus of production and education, conforms to the laws of education, and meets the needs of all parties. From the operational point of view, we can select a group of core experts from qualified units such as industrial enterprises, trade organizations, academic institutions and higher vocational colleges, and set up a third-party specialized agency that transcends departments, follow the basic laws of professional construction in higher vocational colleges, and learn from the relevant models of professional evaluation in international universities such as Europe and America to start this work.

"In the professional certification of international universities, there are many practical and mature standards and standardized procedures in the fields of engineering education, business education and medical education. At the same time, this is also an area where higher vocational education in China is widely distributed and has many students. It is recommended to start from these three areas, conduct pilot projects, accumulate experience, form standards, and actively promote them. " Zheng Yali said.

Zheng Yali believes that in order to promote the internationalization of China's higher vocational education professional certification standards and make them play an international substantive equivalent role, we should also consider the policy design as a whole.
