He has devoted himself to tackling key problems for 20 years and made outstanding contributions to the development of Beidou navigation satellite system.

From 199 1 to 16 Beidou navigation satellites in 20 12 years, Liu Bo has participated in and promoted the construction of Beidou navigation system in China for more than 20 years, and led the team to create a record of intensive delivery and launch of a single satellite model in China, which has drawn a satisfactory conclusion for China's navigation satellite networking, and its main technical indicators can be compared with those of the United States and Russia. At the beginning of the navigation satellite project, Liu Bo, who has excellent technical and management capabilities, was appointed as the deputy chief designer, focusing on the development of satellite payloads. As the top priority of satellite development, the load system faces many key technical tasks. At the critical stage of technical research, Liu Bo often delves into technical problems in the office day and night, and often doesn't return to his home just a stone's throw away. It is often his wife who sends the meal to the office that he remembers that he didn't eat it. Take a nap in a cotton-padded coat at night and continue to study after waking up. It is in this selfless work that many key technologies are easily solved by Liu Bo. Out of his love and persistence in the cause of navigation, he repeatedly refused the million-dollar annual salary promised by well-known enterprises, and put national interests first and persevered in the cause of navigation.

In 2009, the development of navigation satellites entered a critical stage. As a result of working in the front line of scientific research for many years, Liu Bo often feels chest tightness and discomfort due to the overloaded workload. After being diagnosed with coronary artery occlusion by the hospital, the doctor suggested using bypass surgery to alleviate the occlusion problem, and his wife and unit leaders also suggested that he take a temporary rest and continue working until he recovered. However, out of love for space work, stubborn Liu Bo chose to stick to it. He said that if you quit at this time, it will undoubtedly be the burden of the whole team and will affect the construction progress of the entire navigation system. Long-term hard work led to problems in Liu Bo's lumbar spine, and the doctor suggested that it should be corrected by surgery. But because he was busy, he put off the operation again and again. During 20 10, Liu Bo went to the hospital for an operation during the sports meeting. However, the next day, other comrades in the unit informed Liu Bo to attend the interim review meeting without knowing it. Because he should stay in bed after the operation, Liu Bo insisted on attending the meeting despite the dissuasion of his colleagues. In the end, more than half of his shirt was wet. Liu Bo's dedication deeply infected everyone around him.

Liu Bo was awarded the honorary title of Shaanxi Moral Model and the National "May 1st" Labor Medal.
